Konstitusi Partai Komunis Tiongkok berisi 53 Artikel mengenai Program Umum, Keanggotaan, Sistem Organisasi, Organisasi Pusat, Organisasi Lokal, Organisasi Primer, Kader Partai, Disiplin Partai, Lembaga Partai untuk Inspeksi Disiplin, Kelompok Anggota Partai Terkemuka, Hubungan Antara Partai dengan Liga Pemuda Komunis Tiongkok, Lambang dan Bendera Partai.

Sejarah

Konstitusi Partai yang berlaku saat ini diadopsi dari Kongres Nasional Partai Komunis Tiongkok ke-12 pada September 1982. Sesuai dengan situasi dan tugas yang berubah, maka beberapa artikel direvisi dalam Kongres Nasional Partai Komunis Tiongkok ke-13 pada November 1987. Program Umum dan beberapa artikel direvisi dalam Kongres Nasional Partai Komunis Tiongkok ke-14 pada Oktober 1992, demikian juga dalam Kongres Nasional Partai Komunis Tiongkok ke-16 pada November 2002, beberapa Program Umum kembali direvisi. Sekali lagi, perubahan dan penambahan dilakukan dalam Kongres Nasional Partai Komunis Tiongkok ke-19 pada Oktober 2017.[1]

Isi

Prinsip partai adalah menjalankan politik Tiongkok dengan menganut sistem "sentralisme demokratis". Dalam sistem ini, demokrasi yang dimaksud adalah menuntut partisipasi dan pendapat tentang masalah kebijakan utama dari anggota di semua tingkat organisasi partai, tergantung pada proses konsultasi dan penyelidikan yang konstan. Pada saat yang sama, makna sentralis berarti bahwa tingkat organisasi bawahan mengikuti perintah tingkat atasan. Setelah melalui proses perdebatan tingkat tertinggi dan keputusan tentang suatu kebijakan telah dibuat maka semua anggota partai berkewajiban untuk mendukung Komite Pusat Partai Komunis Tiongkok.[1]

Konstitusi menekankan peran partai dalam mempromosikan demokrasi sosialis untuk mengembangkan dan memperkuat sistem hukum sosialis dan mengonsolidasikan tekad publik untuk melaksanakan program modernisasi.[1]
