Marsekal Lapangan Khalifa Belqasim Haftar (bahasa Arab: خليفة بلقاسم حفتر; lahir tahun 1943) adalah seorang perwira militer Libya dan kepala Angkatan Darat Nasional Libya yang terlibat dalam Perang Saudara Libya Kedua. Pada tanggal 2 Maret 2015, ia diangkat sebagai komandan angkatan darat yang setia kepada Dewan Perwakilan Libya yang dipilih pada tahun 2014 dan didukung oleh dunia internasional.[2]

Haftar dilahirkan di kota Ajdabiya, Libya. Ia turut terlibat dalam kudeta yang membawa Gaddafi ke tampuk kekuasaan pada tahun 1969. Ia juga turut serta dalam kontingen yang dikirim untuk melawan Israel selama Perang Yom Kippur pada tahun 1973.[3] Pada tahun 1987, ia ditawan oleh Chad setelah berhasil dipancing ke dalam perangkap, sehingga mempermalukan Gaddafi. Saat ditawan, ia bersama dengan perwira-perwira lainnya membentuk kelompok yang ingin menjatuhkan Gaddafi. Ia dilepaskan pada tahun 1990 berkat persetujuan dengan pemerintah Amerika Serikat dan lalu menghabiskan waktu selama dua dasawarsa di Langley, Virginia, dan mendapat kewarganegaraan Amerika Serikat.[4] Haftar hidup dengan nyaman di Virginia (relatif dekat dengan marks CIA) dari tahun 1990-an hingga tahun 2011.[5] Pada tahun 1993, diadakan pengadilan in absentia di Libya yang menjatuhkan vonis hukuman mati atas tuduhan kejahatan terhadap Jamahiriya.

Haftar memegang jabatan senior di dalam kepemimpinan pasukan yang menjatuhkan Gaddafi selama Perang Saudara Libya pada tahun 2011. Pada tahun 2014, ia menjadi komandan Angkatan Darat Libya setelah Kongres Nasional Umum (GNC) menolak menyerahkan kekuasaan pada akhir masa jabatannya. Haftar melancarkan kampanye militer melawan GNC dan sekutu-sekutunya yang berhaluan Islam fundamentalis. Akibatnya, terjadinya Perang Saudara Libya Kedua. Pada November 2021, Khalifa Haftar mengumumkan pencalonannya untuk pemilihan presiden pada Desember 2021.
