Hubungan Republik Rakyat Tiongkok dengan Timor Leste telah dijalin setelah kemerdekaan Timor Leste pada 20 Mei 2002.[1] Meskipun demikian, RRT sudah mendirikan kantor perwakilannya di Dili pada tahun 2000 ketika Timor Leste masih di bawah pemerintahan PBB.[2]

Sejarah

Ketika Timor Leste masih di bawah kekuasaan Portugis, Republik Tiongkok/Taiwan, memiliki konsulat di Dili.[3] Namun, saat Fretilin secara sepihak menyatakan kemerdekaan Timor Timur sebagai Republik Demokratik Timor Leste pada 28 November 1975, Republik Rakyat Tiongkok adalah salah satu dari beberapa negara di dunia yang mengakui kedaulatan Timor Leste.[4]

Setelah invasi Indonesia pada 7 Desember 1975, Republik Rakyat Tiongkok, sebagai anggota tetap Dewan Keamanan PBB, mendukung Resolusi Dewan Keamanan PBB 384 yang menyayangkan invasi terjadi, menegakkan hak untuk penentuan nasib sendiri Timor Timur dan menyerukan Indonesia menarik diri dari Timor Leste.[5]

Kerja sama

Sejak kemerdekaan Timor Leste, Republik Rakyat Tiongkok telah mendanai pembangunan istana kepresidenan di Dili dan departemen luar negeri serta markas pasukan pertahanan.[6] Pada tahun 2003, Beijing menandatangani perjanjian dengan komunitas negara berbahasa Portugis–Timor Leste adalah salah satu anggotanya–untuk meningkatkan perdagangan dan pembangunan ekonomi di antara negara-negara tersebut.[7] Pada tahun 2006, Presiden Xanana Gusmão menyebut Republik Rakyat Tiongkok sebagai 'teman tepercaya' dan Timor Leste telah berkomitmen dengan kebijakan satu Tiongkok.[8]

Pada 2014, kedua negara itu mengeluarkan komunike (pemberitahuan resmi) untuk menegaskan kembali bahwa Timor Leste mengakui Pemerintah Republik Rakyat Tiongkok/Cina sebagai satu-satunya pemerintah yang sah yang mewakili seluruh Tiongkok. Sehingga Republik Tiongkok/Taiwan tidak dapat dipindahtangankan dari teritori Tiongkok dan Timor Leste tidak akan menjalin hubungan resmi atau melakukan kontak resmi apa pun dengan Republik Tiongkok/Taiwan.[9]

Terdapat pula kerjasama militer antar-kedua negara tersebut dengan adanya pembelian dua kapal patroli dari perusahaan Republik Rakyat Tiongkok pada tahun 2008.[6][10] Kapal ini awalnya akan diawaki pelaut Republik Rakyat Tiongkok, sedangkan RRT melatih Timor Leste untuk menjaga pantai mereka. Selain itu, RRT menandatangani kontrak dengan menyediakan US$ 9 juta untuk pembangunan kantor pusat militer baru di Timor Leste.[6]
