HSL-Zuid (bahasa Belanda: Hogesnelheidslijn Zuid; "Jalur kecepatan tinggi Selatan"), adalah jalur kereta kecepatan tinggi Belanda sepanjang 125 kilometer yang membentang antara wilayah metropolitan Amsterdam dan perbatasan Belgia, dengan cabang ke Breda, Brabant Utara. Bersama dengan jalur HSL 4 Belgia, jalur ini membentuk jalur kereta kecepatan tinggi Schiphol–Antwerp. Jalur ini mulai beroperasi pada tanggal 7 September 2009.^[1]

Layanan Intercity Direct beroperasi antara Amsterdam dan Breda, untuk saat ini dengan gerbong antar kota konvensional dan lokomotif TRAXX. Pada 13 Desember 2009, Thalys memulai layanan dari Amsterdam ke Paris dan Brussel dengan HSL-Zuid. Pada tanggal 4 April 2018, Eurostar menghubungkan Amsterdam ke London melalui HSL-Zuid.

Sejarah

Pembicaraan tentang jalur kereta kecepatan tinggi antara Amsterdam dan perbatasan Belgia dimulai pada masa Perdana Menteri Joop den Uyl (1973–1977), lalu pekerjaan dimulai pada masa jabatan pertama Wim Kok (1998–2002). Rijkswaterstaat, sebuah lembaga pemerintah di bawah wewenang Kementerian Transportasi dan Pengelolaan Air, bertanggung jawab atas pelaksanaan proyek tersebut. Pemerintah Belanda memberikan kontrak kemitraan pemerintah swasta (KPS) terbesar yang pernah ada di Belanda kepada konsorsium Infraspeed hingga tahun 2030. Infraspeed bertanggung jawab atas desain, konstruksi, pembiayaan, dan pemeliharaan. Jalur ini dilengkapi teknologi tercanggih, termasuk sistem kendali kereta L2 ETCS yang disediakan oleh Siemens AG dan Alcatel (sekarang bagian dari Thales), dan akan menjadi Koridor ERTMS 2.3.0.

Rute

Antara Amsterdam dan Schiphol (Westtak Ringspoorbaan), dan sekitar Rotterdam, kereta kecepatan tinggi beroperasi di jalur yang ada.

Jalur kecepatan tinggi dimulai di bagian selatan Schiphol, sejajar dengan jalur kereta api biasa hingga Nieuw-Vennep. Jalur ini kemudian bercabang ke arah timur, berlanjut di sepanjang sisi barat Roelofarendsveen dan Hoogmade dan memasuki terowongan di timur Leiderdorp. Terowongan ini dibangun untuk melindungi kawasan Groene Hart. Di utara Zoetermeer, jalur kereta meninggalkan terowongan di sebelah barat Hazerswoude; kemudian melewati timur Benthuizen, dan di jalur layang di timur Zoetermeer, lalu kembali ke permukaan antara Berkel en Rodenrijs dan Bergschenhoek, dan setelah melewati terowongan, bergabung lagi dengan jalur yang ada di utara Rotterdam.

Kereta berjalan sebentar di jalur biasa selama beberapa kilometer sebelum memasuki jalur kecepatan tinggi lagi. Di Barendrecht, kedua jalur saling bersilangan dan kereta mulai berjalan di sisi kiri seperti di Belgia, Prancis, dan Britania Raya. Dari sini, jalur ini berjalan di samping rel kereta api biasa serta Betuweroute, berlanjut melalui kawasan Hoekse Waard, melewati Dordrecht. Di selatan Dordrecht, jalur ini membentang di sebelah jalan raya A16 dengan cabang yang mengarah ke kota Breda. Di selatan Breda, jalur ini kembali mengikuti jalan raya menuju Antwerpen di Belgia utara. Di perbatasan Belgia, jalur ini terhubung ke jalur HSL 4 yang berlanjut ke Antwerpen, dengan jalur yang sudah ada dari Antwerpen ke Brussel.

Tarif dan tiket

Pada layanan Intercity Direct domestik (berjalan dari Amsterdam ke Schiphol, Rotterdam dan Breda), semua tiket reguler Nederlandse Spoorwegen (NS) berlaku. Sebuah tiket suplemen (toeslag) hanya diperlukan untuk perjalanan antara Schiphol dan Rotterdam. Biayanya €2,60 sekali jalan pada jam sibuk, dan €1,56 di luar jam sibuk.^[5] Tiket domestik tidak dapat digunakan pada kereta internasional Thalys yang memerlukan reservasi.

Masalah

V250 (Fyra)

Kereta V250 dipesan dari produsen kereta Italia AnsaldoBreda dan dikirim pada pertengahan tahun 2009. Pada tanggal 3 Juni 2013, NS mengumumkan menyatakan keinginannya untuk menghentikan proyek V250.^[6]^[7] Departemen keuangan Belanda merekomendasikan NS melakukan "segala upaya" untuk mendapatkan pengembalian dana dari AnsaldoBreda.^[8] Pada konferensi pers tanggal 6 Juni 2013, AnsaldoBreda mengklaim bahwa kereta api tersebut ditangani dengan buruk karena NS mengoperasikan kereta itu terlalu cepat (dengan kecepatan komersial maksimum 250 km/jam) dalam kondisi salju. AnsaldoBreda juga mengancam akan menuntut NS atas rusaknya reputasinya.^[9]

Pada 17 Maret 2014, NS mengumumkan penyelesaian masalah dengan AnsaldoBreda telah tercapai. Sembilan kereta NS akan dikembalikan ke AnsaldoBreda dengan pengembalian dana sebesar 125 juta euro, kurang dari 88 juta euro dari pembayaran semula. NS akan menerima kompensasi tambahan untuk setiap unit yang dijual kembali hingga maksimum 21 juta euro.^[10]
