קרן הייצוב של הפדרציה הרוסית הוקמה על בסיס החלטת ממשלת רוסיה ב-1 בינואר 2004, כחלק מהתקציב הפדרלי לאיזון התקציב בזמן בו מחיר הנפט נופל מתחת למחיר הרצפה, שנקבע ל-27$ לחבית. בפברואר 2008 פוצלה קרן הייצוב:[1] לקרן השמורה, המושקעת בחו"ל בניירות ערך בעלי תשואה נמוכה ומשמשת במקרה של נפילות בהכנסות הנפט והגז וקרן הרווחה הלאומית המשקיעה ברכיבים בעלי סיכון גבוה יותר בתשואה גבוהה יותר וכן למימון הוצאות תקציב. לקרן השמורכ הוענקו 125 מיליארד דולר ולקרן הרווחה הלאומית הוענקו 32 מיליארד דולר. בסוף 2016 שתי הקרנות הכילו בהתאמה 38.2 [2] ו-72.2 [3] מיליארד דולר.

הקרן הוקמה כדי ליצור רזרבה של נזילות עם היתרון הנוסף להפחתת הלחץ האינפלציוני ובידוד כלכלת רוסיה מתנודתיות של רווחי הייצוא מחומרי גלם, שהיה אחד הסיבות למשבר הפיננסי הרוסי ב-1998. כדי למנוע שיעורי אינפלציה גבוהים הקרן מושקעת בחו"ל בלבד.

התפתחויות אחרונות

על פי תיקונים בקוד התקציב של רוסיה שיזם הנשיא ולדימיר פוטין ממרץ 2007 ועברו באפריל 2007, בפברואר 2008 אמורה הייתה קרן הייצוב להיות מחולקת לקרן שמורה, שתושקע בחו"ל בניירות ערך בעלי תשואה נמוכה ומשמשים כאשר הכנסות הנפט והגז נופלים, וקרן הדורות העתידיים (ששמה שונה לימים קרן העושר הלאומית ), שתשקיע ברכיבים מסוכנים יותר, בעלי תשואה גבוהה יותר, וכן למימון הוצאות תקציב פדרליות. בשונה מקרן הייצוב, הקרנות החדשות יצברו גם הכנסות ממוצרי נפט וגז טבעי. [4] [5] [6]

ב-21 במאי 2007 דחק הנשיא ולדימיר פוטין בממשלה להזרים עודפי הכנסות נפט למניות מקומיות על ידי רכישת מניות מגזפרום ורוסנפט, שנפלו מתחילת השנה, במקום ניירות ערך זרים, שקודם לכן היו אסורות בגלל חשש לאינפלציה. [7]

צבירה והוצאות

הקרן צוברת הכנסות מייצוא לנפט ומהמס על פעולות כריית נפט כאשר המחיר לנפט אורל עולה על מחיר הרצפה שנקבע. ניתן להשתמש בהון הקרן לכיסוי הגירעון התקציבי הפדרלי ולמטרות אחרות, אם יתרתו עולה על 500 מיליארד רובל, סכומי ההוצאה כפופים לחוק התקציב הפדרלי לשנת הכספים המתאימה. מכיוון שהון הקרן עלה על רמתם של 500 מיליארד רובל בשנת 2005, חלק מהעודף שלה שימש להחזר חובות זרים מוקדמים וכן לכיסוי הגירעון של קרן הפנסיה הרוסית. מדיניות השקעות

מבנה ממשל

הקרן מנוהלת על ידי משרד האוצר הרוסי, בהתאם לנוהל שהוגדר על ידי ממשלת הפדרציה הרוסית. חלק מהפונקציות של ניהול הנכסים עשויות להיות מועברות לבנק המרכזי של הפדרציה הרוסית ("בנק רוסיה"), בהסכמת הממשלה.

באשר ליעדי הקרן, הונו אמור להיות מושקע בניירות ערך חוב זרים. קריטריוני הזכאות של ניירות ערך כפופים לאישור הממשלה. משרד האוצר מוסמך על ידי הממשלה לקבוע את הרכב המטבע של הקרן ואת הקצאת הנכסים האסטרטגיים שלו בהתאם למדיניות ההשקעה לניהול הקרן. משרד האוצר רשאי להשתמש באחת או בשתי התוכניות הבאות שהוגדרו על ידי הממשלה כדי להשקיע את הון הקרן. נכסי הקרן מושקעים כיום אך ורק במסגרת התוכנית השנייה (הקצאה לחשבונות האוצר הפדרליים בבנק רוסיה).

הרכב השקעה

נכסי הקרן מושקעים כיום בהרכב המטבע הבא:

דולר אמריקני 45%
יורו 45%
פאונד 10%

הרכב המטבעות והגבלות הפירעון חלים על כל נכסי הקרן וכפופים לתקנות של משרד האוצר.

דיווח

משרד האוצר מפרסם דוח חודשי בכלי התקשורת על הכנסות, הוצאות ומאזן הקרן ומדווח לרבעון ומדי שנה לממשלה על צבירה, השקעה והוצאות של הון הקרן. הממשלה תדווח מדי רבעון ושנתי על צבירת הקרן, ההוצאות והשקעת ההון לשני בתי הפרלמנט הרוסי (הדומה הממלכתית ומועצת הפדרציה).
