מימון מפלגות בישראל

מימון מפלגות בישראל הוא הכספים המשמשים את המפלגות בישראל בפעילותן, פעילות שנעשית אינטנסיבית יותר בתקופת הבחירות לכנסת אך גם בבחירות לרשויות המקומיות בישראל ואף בבחירות מקדימות פנים-מפלגתיות.

בהתבסס על נתונים משנות ה-90, דירג מחקר גרמני את ישראל יחד עם אוסטריה, איטליה ויפן כמדינות המובילות בהוצאות על פוליטיקה מפלגתית[1].

מקורות הכנסה למפלגות בכנסת

דמי חבר

חברות במפלגה בישראל היוותה בעבר מקור מימון עיקרי, מאחר שאחוז גבוה מהאוכלוסייה הבוגרת היה חבר במפלגה (חברים אלו נקראים לעיתים קרובות "מתפקדים"). ב-1969 18% מהישראלים הבוגרים היו חברים במפלגות, וב-1990 המספר עמד על כ-7% בלבד[2].

ערך מורחב – חוק מימון מפלגות

על פי חוק מימון מפלגות, החזר מימון מערכת הבחירות נעשה על פי מספר המושבים בכנסת להם מפלגה זוכה בבחירות (דבר הנקרא "יחידות מימון"), אך מפלגה קיימת זכאית לקבלת מקדמה על חשבון כספי מימון מפלגות בהתאם לנציגיה בכנסת היוצאת. על פי החוק גם סיעת פורשים המהווה לפחות שליש מסיעה קיימת נהנית מזכויות אלו.

המימון השוטף נועד לכיסוי ההוצאות של כל סיעה לארגון פעולותיה, לתעמולה ולהסברה ולקיום הקשר הארגוני והרעיוני עם הציבור. המימון המיוחד לבחירות נועד לכיסוי ההוצאות המיוחדות של כל סיעה או רשימת מועמדים, שהוצאו בתקופת הבחירות או למען הבחירות במערכת הבחירות לכנסת.

בנוסף למימון הקבוע ולמימון הבחירות החוק קובע תשלומים למפלגות לכיסוי הוצאות מימון הלוואות. משנת 2004 החוק קובע מימון של 6 מיליון שקלים עבור מימון צוותים פרלמנטריים בכנסת לכל הסיעות, באופן המוריד את עלות הצוותים מעל כתפי המפלגות[3].

תרומות

כל אדם בעל זכות בחירה לכנסת רשאי לתרום כספים למפלגות. בשנת 2015, שבה התקיימו בחירות, הסכום היה עד 2,300 ש"ח (בשנת 2005 היה הסכום עד 900 ש"ח, ובשנת 2006 בה התקיימו הבחירות לכנסת היה עד 1,900 ש"ח). הסכום שמותר לתרום למפלגה שאינה מיוצגת בכנסת הוא עד פי חמישה מסכומים אלה. מנגד, החוק אינו מטיל מגבלה כלשהי על ערבות שמפלגה יכולה לגייס מערב בודד, קיימת ביקורת על כך וכי מדובר בלקונה בחוק, המצריכה תיקון[4].

מפלגה אינה רשאית לקבל תרומות ממי שאינו בעל זכות בחירה או מתאגיד, למעט אגודות חקלאיות, כמו קיבוצים, מהן מותר לקבל תרומה. אסור למפלגה לקבל תרומות בעילום שם. כדי להגביר את השקיפות ביחס לתרומות, קבע מבקר המדינה כי בשנה שבה מתקיימות בחירות על כל מפלגה לפרסם באופן שוטף, באתר האינטרנט שלה, כל תרומה שערכה 1,000 ש"ח ויותר.

בערים ובמועצות המקומיות

בדומה לבחירות בכנסת, רשימות שרצות בבחירות לרשויות המקומיות זוכות למימון לפי הישגיהן בבחירות – כלומר, גובה המימון נקבע רק לאחר הבחירות. כך, כל רשימה שמתמודדת בבחירות, ולפי תוצאות הבחירות זכתה לייצוג של לפחות חבר מועצה אחד, זכאית למימון ציבורי לכיסוי הוצאות המפלגה בבחירות. המימון מבוסס על "יחידת החישוב", שעומדת על 57 ש"ח על כל בעל זכות בחירה בבחירות באותה העיר (כך למשל, לקראת הבחירות לרשויות המקומיות בישראל שנערכו ב-2018 היו בעיר ירושלים כ-638,405 בעלי זכות בחירה, ולכן סך כל המימון שהוענק לרשימות שזכו בייצוג במועצה היה 638,405 כפול 57 שזה כ-36,389,085 שקלים). הוועדה הציבורית האחראית על חוק מימון מפלגות יכולה להגדילו.

שינוי חקיקה שהתקבל ב-2014 קבע שסיעה שנבחרה בבחירות לרשויות המקומיות שלפחות שליש מנבחריה הן נשים תזכה למימון מפלגות מוגדל בהיקף של 15% מסך המימון שלה[5]. בנוסף לכך, רשימות אשר העמידו בראשן מועמד לראשות הרשות המקומית והוא זכה בלפחות כ-25% מהקולות הרשימה תזכה לתוספת מימון בהתאם לאחוז הקולות שבהם זכה המועמד של הרשימה. סכום המימון יכול לנוע מקצת יותר מ-4% מהמימון לרשימות (במידה וזכה לכ-25% מהקולות אך לא נבחר) ועד ל-13% מסך המימון (במידה וזכה לפחות ל-80% מהקולות)[6].

במועצות האזוריות

חוקי מימון המפלגות והרשימות במועצות האזוריות דומה לחוקי המימון בערים ובמועצות המקומיות אך עם מספר שינויים. מועמדים למועצה בבחירות למועצות האזוריות לא מקבלים שום מימון אך מועמדים לראשות המועצה האזורית כן מקבלים אותו. חישוב ודרך המימון זהה לזו בערים וברשויות המקומיות.
