הקואליציה למאבק בפצצות מצרר (באנגלית: Cluster Munition Coalition, בר"ת: CMC) היא קואליציה של כ-300 ארגונים לא ממשלתיים הפועלים בלמעלה מ-80 מדינות, שמטרתם המשותפת לאסור על ייצור, הפצה ושימוש בפצצות מצרר וסיוע לקורבנות השימוש בפצצות אלו. חימוש מצרר נחשב לקטלני במיוחד באזורי מגורים, בשל טכניקה שבה יחידת חימוש אחת אוגדת בקרבה מספר רב של פצצות קטנות המכונות "פצצונות" ומתעתדת לפזרן במרחב אחד, מתוך כוונה לפגוע בכמה מטרות בו-זמנית.

הקואליציה נוסדה בנובמבר 2003 כרשת של ארגונים לא ממשלתיים, בהם אמנסטי אינטרנשיונל, Handicap International ו-Human Rights Watch, לצורך מאבק בפצצות המצרר באופן דומה להצלחת המאמץ העולמי לאיסור על השימוש במוקשים. השימוש הנרחב שעשתה מדינת ישראל בפצצות מצרר במלחמת לבנון השנייה[1], בה ירתה מדינת ישראל יותר ממיליון פצצות מצרר לעבר לבנון[2], הביא לעלייה במודעות לנזקי השימוש בהם, לאחר ש-13 עובדי סיוע בינלאומי נהרגו במהלך העבודות לפינוי הנפלים[3]. עד סוף שנת 2007 נהרגו כ-30 בני אדם בפיצוץ נפלי פצצות מצרר בדרום לבנון ועשרות בני אדם נוספים נפצעו[4]. בנוסף ישראל השתמשה בפצצות מצרר מתוצרת ארצות הברית בניגוד להסכמים חשאיים בין שתי המדינות, שמגבילים את השימוש בנשק זה[5]. הסערה התקשורתית הבינלאומית סיפקה מומנטום למאמצים הבינלאומיים של הקואליציה[6].

בפברואר 2007 חתמו 46 מדינות על הצהרה משותפת, הקוראת לכינון מנגנון בינלאומי עד סוף 2008, שיאסור על שימוש וצבירת פצצות מצרר וסיוע לנפגעים מפצצות אלו. במאי 2008 נערך כנס בעיר דבלין באירלנד במטרה לנסח אמנה בינלאומית בנושא, בהשתתפות נציגים של 111 מדינות[7]. הישגה המרכזי של הקואליציה הגיע בדצמבר 2008, עם החתימה על האמנה בדבר חימוש מצרר, על ידי 94 מדינות בכנס שנערך בעיר אוסלו. אמנה זו אוסרת על פיתוח, ייצור, הפצה, מסחר, צבירה ושימוש בפצצות מצרר, האמנה אוסרת על המדינות החתומות לסייע לצד אחר לנקוט בפעולות הנ"ל ומחייבת כל מדינה חתומה לבנות מנגנוני סיוע לנפגעי הפצצות. כניסתה לתוקף של אמנה הותנתה בכפוף לאשרורה על ידי 30 מדינות. מדינת ישראל הודיעה שהיא מתנגדת לאמנה[8].

לאחר החתימה על האמנה התרכזו מאמצי הקואליציה בדחיפה לאשרור מהיר על ידי מדינות נוספות על מנת שתכנס לתוקף, בקידום יישום האמנה במדינות החתומות ובצעדים תואמים במדינות שטרם חתמו עליה והמשך המאמץ להעלאת המודעות לנזקי פצצות המצרר.

נכון לפברואר 2010 חתומות על האמנה 104 מדינות, ב-16 בפברואר אשררו את האמנה מולדובה ובורקינה פאסו ובכך הגיע מספר המדינות המאשררות ל-30, מזכ"ל האו"ם, באן קי-מון, הודיע כי האמנה תהפוך לחוק בינלאומי מחייב החל מ-1 באוגוסט 2010.

בין המדינות שטרם חתמו על האמנה או הודיעו כי לא יחתמו עליה, נמצאות היצרניות הגדולות של פצצות מצרר: ארצות הברית[9], רוסיה, הרפובליקה העממית של סין, הודו, פקיסטן, ברזיל וישראל[10].
