בלו (מס)

בְּלוֹ הוא מס עקיף בסכום קבוע עבור כל יחידה (להבדיל ממס קנייה שנקבע כאחוז מהמחיר הסיטונאי של המוצר). הבלו תורם רבות להכנסות המדינה, אולם מטרתו המוצהרת היא צמצום הצריכה של המוצרים שעליהם הוא מוטל. הבלו נגבה מהיצרן, והוא נכלל במחיר הטובין שהוא גובה מהספקים. בישראל הבלו נגבה על דלק, מוצרי טבק, ואלכוהול.[1][2]

מקור שם המס מתקופת האימפריה הפרסית, כפי שמתואר בספר עזרא:

וּמַלְכִין תַּקִּיפִין הֲווֹ עַל יְרוּשְׁלֶם וְשַׁלִּיטִין בְּכֹל עֲבַר נַהֲרָה; וּמִדָּה, בְלוֹ וַהֲלָךְ מִתְיְהֵב לְהוֹן.

בתרגום לעברית: ”ומלכים חזקים היו על ירושלים ומושלים בכל עֵבֶר הנהר, וּמִדָּה, בְלוֹ וַהֲלָךְ ניתן להם.”

משמעותו של "בְלוֹ" הוא סוג של מס גולגולת אחיד, במקור מהמינוח הבבלי "בִּלְתֻ". ייתכן שבלו היה מס בעין, כלומר מס שלא שולם בכסף אלא בפרי האדמה.[3]

בישראל

שיעור הבלו על הדלק בישראל הוא כ-51%.

שיעורי הבלו על מוצרי הדלק השונים נקבעים על ידי אגף המכס והמע"מ במשרד האוצר, ומתעדכנים בצו.

נכון לאפריל 2022,[4] שיעורי הבלו על ליטר או ק"ג דלק הם (מעוגל בקירוב):

בסוף יולי 2011 הוחלט באופן חריג להפחית את הבלו על בנזין בשיעור של 30 אגורות לתקופה של חודש, על מנת למנוע את העלייה במחיר הבנזין שהייתה אמורה להתרחש בראשית אוגוסט עקב עליית מחיר הנפט בעולם. החלטה זו הייתה על רקע מחאת האוהלים שהתרחשה בתקופה זו.[5]

בחודש אוגוסט 2011 הוריד שר האוצר יובל שטייניץ את הבלו על הסולר המשמש לייצור חשמל באופן זמני, על מנת למנוע עליה חדה של תעריפי החשמל, בעקבות משבר הגז המצרי, שחייב יצור חשמל בכמות גדולה באמצעות סולר במקום גז טבעי.[6] היות שפחם נצרך באופן כמעט בלעדי על ידי חברת החשמל לצורך ייצור חשמל, הבלו על הפחם הוא למעשה מס נסתר על החשמל.

בישראל עוסקת בגביית הבלו רשות המיסים, וקודם להקמתה עסק בכך אגף המכס ומע"מ. על פי חוקי המס בישראל, עוסקים שונים זכאים להחזר חלקי של הבלו על דלקים, במקרים בהם הדלק שנרכש משמש להנעת כלי רכב חקלאיים, כלי רכב מסחריים (מוניות, אוטובוסים ומשאיות), ורכב המשמש ללימוד נהיגה, כאשר הדלק משמש כחומר גלם בתעשייה, ובמקרים שונים נוספים. כמו כן, ישנם מקרים בהם קיים פטור מבלו על דלק, כגון דלק המשמש לתצרוכת בכלי טיס.

בשנת 2015 ההכנסות מבלו[7] על דלק היו כ-17.2 מיליארד ש"ח, ועל טבק כ-600 מיליון ש"ח.

באפריל 2022, הודיע שר האוצר אביגדור ליברמן על הורדת שיעור מס הבלו על הדלק בחצי שקל למשך רבעון, בעקבות עליה מהירה במחירי הדלק,[8] בין היתר בשל המלחמה באוקראינה.[9]

בסוף אפריל 2022, הודיעה הממשלה על התייקרות הדלק ב-12 אגורות, זאת אף על פי שהחליטה על מס בלו קבוע במשך רבעון.

בישראל לא נהוגה גביית אַגרת גודש – אגרה על נהיגה במרכזי הערים בשעות העומס. אם תונהג אגרה זו, היא עשויה להוביל להפחתת הבלו על דלק.[10]
