צופיה הוא מעון נעול לנערות בסיכון בישראל שהוקם ב-1956 ונמצא ביבנה.[1] המעון שייך לחסות הנוער של משרד הרווחה ומופעל על ידי זכיין, עמותת ענב.[2] למעון מגיעות נערות בגילי 12–18.[3]

הנערות נשלחות למקום על פי צו בית משפט, או על ידי הפניה ממוסדות טיפוליים אחרים בקהילה, חובה אישור של שופט.[3]

פעילות

משך השהות הרשמי בצופיה הוא שלושה חודשים.[2] השהות בצופיה נועדה להתערבות ראשונית במצבי סיכון ומצוקה קיצוניים,[2] אך גם כמוסד אבחוני-ממיין לנערות בעלות התנהגות שמוגדרת כבעייתית: לאחר השהות הקצרה של הנערה במקום, הצוות מפנה אותה להמשך טיפול במוסד שלפי אבחנתו מתאים לה.[4] צופיה נחשב ל"תחנה האחרונה" בדרך למסילה, שנחשב למעון בעל התנהלות נוקשה יותר.

המעון מכיל עד 60 נערות, המתחלקות למרחבים מופרדים במתחם: שלושה מרחבי "מגן", שהוא מרחב סגור בעל כללים נוקשים; ושני מרחבי "קידום", שמהווה מקום פתוח יותר, בעל מערכת כללים פחות נוקשה וזכויות רבות יותר לנערות.[3] כ־200 נערות שוהות במקום מדי שנה.

היסטוריה

בשנת 2003 נשמעו טענות קשות נגד התנהלות המוסד, שכללו טענות על ענישה על כל סטייה מהכללים, כליאת הנערות לימים ארוכים בחדרן, כליאה לשעות ממושכות בחדר קטן שנראה כצינוק, העסקה תמידית בניקיון וקרצוף של המוסד ומניעת זכויות בסיסיות כשיחות טלפון וביקורי משפחה.[5][6] בעקבות פניית האגודה לזכויות האזרח בישראל הקים שר הרווחה זבולון אורלב ועדת בדיקה שבחנה את המצב במוסד והגישה ב-2004 את המלצותיה.[7]

ב-2008 הוצגה בדו"ח רשמי של מבקר המדינה בעיית מחסור חמור בכוח אדם במקום, שפגע באיכות הטיפול בנערות; בנוסף, דווח כי חלק מהנערות אף לא נפגשו עם עובדת סוציאלית במשך כל שהותן במקום.[3]
