כתם יווני על הצהרות הפרלמנט הבריטי
במחצית שנות ה-50 התנהלו בבריטניה דיונים אודות עתידו של האי קפריסין, והדעות נחלקו בין המצדדים במתן עצמאות לאי, ובין המצדדים באיחוד האי עם יוון. ראש ממשלת בריטניה דאז, וינסטון צ`רצ`יל, שביקר בקפריסין כמה שנים קודם לכן במסגרת תפקידו כתת-שר במשרד המושבות, השמיע אז דברים בזכות האיחוד ההיסטורי של האי קפריסין עם מדינת האם יוון, וממשלת יוון תלתה בו תקוות רבות שיממש את הבטחותיו.

ב-28 ביולי 1954, כחלק מן הדיונים שהתקיימו בפרלמנט הבריטי, נשאל שר המושבות הבריטי מר הנרי הופקינסון (Henry Hopkinson) מה היא עמדת הממשלה הבריטית שנוגע לגורלו של האי קפריסין. במענה לשאילתה ענה הופקינס כי "יש טריטוריות בחבר העמים הבריטי אשר עקב מצבן המיוחד לעולם לא יוכלו לצפות לעצמאות מלאה".

Mr. Griffiths: …so far as Cyprus is concerned, it is not proposed that this constitutional development shall take its normal course which it has in other places, in conformity with the policy of this House?

Mr. Hopkinson: …it has always been understood and agreed that there are certain territories in the Commonwealth which, owing to their particular circumstances, can never expect to be fully independent. [HON. MEMBERS: "Oh."] I think the right hon. Gentleman will agree that there are some territorities which cannot expect to be that.

ממשלת יוון זעמה על עמדת ממשלת בריטניה, והביעה את מחאתה על ידי הנפקת סידרה בת שישה בולים בהם הופיעו באותיות קטנות מאוד קטעים מן הדיון שהתקיים בפרלמנט הבריטי. במרכז כל בול הופיע כתם דיו גדול, שנועד להביע את התנגדותה של יוון לעמדת הממשלה הבריטית.[2]
