האזור הנייטרלי בין כווית וערב הסעודית (2 בדצמבר 1922 – 18 בינואר 1970)

האזור הנייטרלי בין כווית וערב הסעודית, היה אזור נייטרלי בגודל של כ-5,770 קילומטרים רבועים (2,230 מילים רבועים) בגבול כווית – ערב הסעודית, שהוגדר לראשונה לאחר חתימת אמנת עוקייר ב-2 בדצמבר 1922.[1][2]

היסטוריה

לדברי ההיסטוריון האמריקאי, דניאל ירגין (אנ'), "האזור הנייטרלי היה [בשטח של] אלפי קילומטרים רבועים של מדבר מעוקר שנמצא על ידי הבריטים ב-1922 במהלך שרטוט הגבול בין כווית וערב הסעודית. על מנת להכיל את הבדואים, שנדדו הלוך ושוב בין כווית וערב הסעודית, ועבורם לאום היה מושג מעורפל, הוסכם ששתי המדינות יחלקו את הריבונות על האזור."[3]

באזור הנייטרלי, אמנת עוקייר קבע כי סולטנות נג'ד וכווית יחלקו זכויות שוות לכל תושבי האזור, עד לחתימת הסכם חדש.

עם זאת, היה עניין מועט בהתיישבות האזור הנייטרלי עד לגילוי של נפט בשדה בורגן (אנ'), כווית, ב-1938. עם האפשרות לגילוי נפט בתוך האזור הנייטרלי עצמו, העניקו הקלות לחברות הנפט באזור ב-1948–1949. הנפט באזור הנייטרלי התגלה לראשונה במרץ 1953.[3] מאוחר יותר, ניצלו שתי המדינות את הנפט במסגרת הסכם פעולה משותף.

ב-1957–1958, חתמו ערב הסעודית וכווית על הסכם זיכיון עם חברת הנפט Oil Co.. הזיכיון התפוגג ב-2000.[4] הנפט הראשון שהחברה גילתה באזור הנייטרלי היה בינואר 1960.[3]

באוקטובר 1960, משא ומתן על חלוקת האזור הנייטרלי החל זמן קצר לאחר פגישה קצרה בין שליטי כווית וערב הסעודית. ב-7 ביולי 1965, חתמו שתי הממשלות על הסכם, שנכנס לתוקף ב-25 ביולי 1966, לחלוקת האזור הנייטרלי. הסכם תיחום לאזור הנייטרלי נחתם ב-17 בדצמבר 1967, ונכנס לתוקפו ב-18 בדצמבר 1969.[5] ההסכם אושרר ב-18 בינואר 1970, ופורסם לציבור, על ידי העיתון Kuwaiti Official Gazette, ב-25 בינואר 1970.[6]

לאזור מעולם לא הוקצה קוד ISO 3166, מאחר שהוא חולק לפני אימוץ הקוד ב-1974.

במהלך מלחמת המפרץ, האזור נכבש, יחד עם כווית, על ידי עיראק. לאחר סיום המלחמה, האזור שוחרר מידי עיראק.[7]

אף על פי שהאזור הנייטרלי כבר לא קיים, שאיבת הנפט באזור עדיין נעשית בהסכמים בין שתי המדינות.[8][9]
