אסון הכבל הוא תאונת אימונים שהתרחשה בליל 10 באוגוסט 1992: בזמן אימון חילוץ מוסק של יחידה 669 ליד ערד נקרע הכבל שקשר את שני לוחמי היחידה, אסף רוזנברג[1] וגיל צוריאנו[2], בזמן שהועלו למסוק יסעור. השניים נפלו מגובה 15 מטרים ונהרגו.

תיאור האירוע

בליל 10 באוגוסט 1992 נערך אימון שנועד לתרגל עליית לוחמים וירידתם, כמחלץ ומחולץ, במנוף הצלה של מסוק יסעור, בזמן שהמסוק מרחף מעל שטח האימון. בעת שרוזנברג וצוריאנו היו מול פתח המסוק, נקרע לפתע כבל המנוף ושניהם נפלו מגובה של כ-15 מטר. צוריאנו נמצא ללא סימני הכרה. רוזנברג התלונן על כאבים בגבו ודקות ספורות לאחר מכן איבד את הכרתו. קברניט המסוק, רס"ן רפי פרץ, הזעיק מסוק חילוץ רפואי ונחת בסמוך למקום האסון. הבקר הקרקעי שהיה במקום הנפילה החל מיד בטיפול רפואי בלוחמים, ואליו הצטרף הבקר האווירי שהיה במסוק. שני הבקרים, שהיו חובשים מוסמכים, טיפלו בפצועים עד להגעת מסוק עם צוות רפואי. לאחר ניסיונות מספר של החייאה וייצוב שנעשו בשטח על ידי הצוותים הרפואיים, הוטסו השניים לבית החולים סורוקה בבאר שבע, שם נקבע מותם.[3]

חקירת האירוע

מפקד חיל האוויר, האלוף הרצל בודינגר, מינה ועדת-חקירה פנימית בראשותו של אל"ם שמעון בן נר, וזו קבעה שהאסון קרה עקב כשל טכני. בעקבות המלצותיה של הוועדה קבע האלוף בודינגר 31 מטלות ליישום בחיל האוויר. במקביל מונתה ועדה נוספת לחקירת התאונה בראשותו של תא"ל (מיל.) גיורא זורע. הוועדה מנתה שש סיבות אפשריות שייתכן וגרמו לכשל, מבלי לקבוע איזו מהן בעלת הקשר הסיבתי הדומיננטי ומהי מידת תרומתה לאירוע, אם בכלל. פרקליטות חיל האוויר החליטה שאין יסוד להעמיד לדין או לנקוט בהליך משמעתי כלשהו נגד מי מהמעורבים באירוע בשל העדר תשתית ראייתית לכך. החלטה זו אושרה על ידי הפרקליט הצבאי הראשי.

מאבק ממושך של ההורים השכולים שהסתיים בעתירה לבג"ץ, הוביל להקמת ועדת חקירה לפי חוק השיפוט הצבאי בראשותו של השופט אליהו וינוגרד, בה היה חבר גם תא"ל (מיל.) נחמיה דגן. מסקנות הוועדה, שהוגשו ביוני 1997, קבעו שהפעלה לקויה של מנוף החילוץ בידי המכונאי המוטס וכשלי בטיחות נוספים הם שהובילו לתאונה, והמליצה להעמיד לדין את מפקד הטייסת, את מפקד היחידה ואת המכונאי המוטס. לאחר שלא יושמו החלטות הוועדה עתרו ההורים לבג"ץ בשנית, ובעקבות כך הועמדו לדין הקצינים האמורים, חמש שנים לאחר האירוע.[4]

בין השאר המליצה הוועדה למפקד חיל האוויר להעיר לטייס המסוק רפי פרץ על הימנעותו משיגור הנווט אל הנפגעים. בעקבות ההודעה על מינויו לרב הצבאי הראשי בתחילת 2010, עתרו הורי הנספים לבג"ץ בדרישה לבטל את המינוי. העתירה נדחתה במרץ 2011, ופרץ מונה לתפקיד.[3]

המסוק שהיה מעורב באירוע, יסעור 066, התרסק ב-31 במרץ 1996 בתאונה במדבר יהודה מערבית לים המלח, כ-5 ק"מ ממצפה שלם. בהתרסקות נהרגו 7 חיילים ובהם שני הטייסים והמכונאי המוטס. 2 חיילים נוספים נפצעו.[5]
