Kehysriihi

Kehysriihi eli puoliväliriihi eli viralliselta nimeltään hallituksen kehysneuvottelu[1] on Suomen hallituksen vuosittain, maalis- tai huhtikuussa järjestämä kokous, jossa suunnitellaan valtion taloutta muutamia vuosia eteenpäin. Tässä yhteydessä ’kehys’ on hallituksen aloittaessaan suunnittelema menojen yläraja, jota yleensä nostetaan vuosittain. Kehykseen sisältyy noin 80 % valtion budjetista.[2]

Kehysriihi poikkeaa syksyn budjettiriihestä siinä, että taloutta tarkastellaan pidemmällä aikavälillä.[3]
