Moratorio

Moratorio en juro estas termino por permeso al ŝuldantoj prokrasti siajn repagojn ĝis difinita tempo kaj por decido, ke provizore ĉesu iu agado.[1]

Moratorio estas suspendo de agado aŭ leĝo. En jura kunteksto, ĝi povas referenci al provizora suspendo de leĝo por permesi la plenumon de agado.

Por ekzemplo, la aktivuloj por la animalaj rajtoj kaj konservaŭtoritatoj povas decidi moratoriojn por fiŝkaptado aŭ ĉasado por protekti minacatajn kaj endanĝerigatajn bestospeciojn. Tiuj suspendoj evitas, ke la homoj plue ĉasos aŭ fiŝkaptos la koncernajn animalojn kaj tio ebligu ties kreskon, reproduktadon kaj eventuale rekuperon de la specio.

Alia ekzemplo estas suspendo de juraj devigoj aŭ pagoj (Pagĉesigo). Jura funkciulo povas ordoni pagosuspendon pro difinitaj cirkonstancoj, kiuj povas fari, ke unu parto estu malkapabla pagi al la alia.[2] Ekzemple dum la tutmonda pandemio pro la Covid-19 en kelkaj landoj oni studis eblojn apliki moratorion por haltigi lupagojn kaj aliajn elspezojn kiujn multaj personoj kaj entreprenoj ne povas plenumi pro la ekonomia krizo rezultinta.[3]
