Being a high government official doesn't, by itself, merit an article (as its successful deletion would suggest). The article appeared to be a standard biographical sketch copied here without any indication of why this guy is notable. Take a look at the guidelines at WP:BIO and see if Stephan meets these requirements. If so, feel free to rewrite the article, citing reliable secondary sources that make his notability clear. Thanks! You need to check your list of DHS "officials" and perhaps consider a purge; many of them are beneath even the Assistant Secretary level.
