Administrators using the mobile web interface can now access Special:Block directly from user pages. (T307341)
The IP Info feature has been deployed to all wikis as a Beta Feature. Any autoconfirmed user may enable the feature using the "IP info" checkbox under Preferences → Beta features. Autoconfirmed users will be able to access basic information about an IP address that includes the country and connection method. Those with advanced privileges (admin, bureaucrat, checkuser) will have access to extra information that includes the Internet Service Provider and more specific location.

Backlog status
At the time of the last newsletter (No.27, May 2022), the backlog was approaching 16,000, having shot up rapidly from 6,000 over the prior two months. The attention the newsletter brought to the backlog sparked a flurry of activity. There was new discussion on process improvements, efforts to invite new editors to participate in NPP increased and more editors requested the NPP user right so they could help, and most importantly, the number of reviews picked up and the backlog decreased, dipping below 14,000[a] at the end of May.
Since then, the news has not been so good. The backlog is basically flat, hovering around 14,200. I wish I could report the number of reviews done and the number of new articles added to the queue. But the available statistics we have are woefully inadequate. The only real number we have is the net queue size.[b]
In the last 30 days, the top 100 reviewers have all made more than 16 patrols (up from 8 last month), and about 70 have averaged one review a day (up from 50 last month).
While there are more people doing more reviews, many of the ~730 with the NPP right are doing little. Most of the reviews are being done by the top 50 or 100 reviewers. They need your help. We appreciate every review done, but please aim to do one a day (on average, or 30 a month).

TIP – New school articles
Many new articles on schools are being created by new users in developing and/or non-English-speaking countries. The authors are probably not even aware of Wikipedia's projects and policy pages. WP:WPSCH/AG has some excellent advice and resources specifically written for these users. Reviewers could consider providing such first-time article creators with a link to it while also mentioning that not all schools pass the GNG and that elementary schools are almost certainly not notable.

There has been significant discussion at WP:VPP recently on NPP-related matters (Draftification, Deletion, Notability, Verifiability, Burden). Proposals that would somewhat ease the burden on NPP aren't gaining much traction, although there are suggestions that the role of NPP be fundamentally changed to focus only on major CSD-type issues.
If you have noticed a user with a good understanding of Wikipedia notability and deletion, suggest they help the effort by placing {{subst:NPR invite}} on their talk page.
If you are no longer very active on Wikipedia or you no longer wish to be part of the New Page Reviewer user group, please consider asking any admin to remove you from the list. This will enable NPP to have a better overview of its performance and what improvements need to be made to the process and its software.

The third round of the 2022 WikiCup has now come to an end. Each of the sixteen contestants who made it into the fourth round had at least 180 points, which is a lower figure than last year when 294 points were needed to progress to round 4. Our top scorers in round 3 were:
BennyOnTheLoose, with 746 points, a tally built both on snooker and other sports topics, and on more general subjects.
Bloom6132, with 683 points, garnered mostly from "In the news" items and related DYKs.
Sammi Brie, with 527, from a variety of submissions related to radio and television stations.
Between them contestants achieved 5 featured articles, 4 featured lists, 51 good articles, 149 DYK entries, 68 ITN entries, and 109 good article reviews. As we enter the fourth round, remember that any content promoted after the end of round 3 but before the start of round 4 can be claimed in round 4. Please also remember that you must claim your points within 14 days of "earning" them. When doing GARs, please make sure that you check that all the GA criteria are fully met. Please also remember that all submissions must meet core Wikipedia policies, regardless of the review process.

Just a head's up if you are helping out at WP:REFUND: When you restore a draft or sandbox that was deleted due to CSD G13, after you restore the page, you need to make a minor edit to the page or it immediately shows up as eligible for G13 deletion again since, without your edit, it's been more than 6 months since there was a non-bot edit to the page. And, unfortunately, not all of our page taggers will check out the page logs to see that the draft was recently restored.

An RfC has been closed with consensus to add javascript that will show edit notices for editors editing via a mobile device. This only works for users using a mobile browser, so iOS app editors will still not be able to see edit notices.
An RfC has been closed with the consensus that train stations are not inherently notable.

Backlog status
After the last newsletter (No.28, June 2022), the backlog declined another 1,000 to 13,000 in the last week of June. Then the July backlog drive began, during which 9,900 articles were reviewed and the backlog fell by 4,500 to just under 8,500 (these numbers illustrate how many new articles regularly flow into the queue). Thanks go to the coordinators Buidhe and Zippybonzo, as well as all the nearly 100 participants. Congratulations to Dr vulpes who led with 880 points. See this page for further details.
Unfortunately, most of the decline happened in the first half of the month, and the backlog has already risen to 9,600. Understandably, it seems many backlog drive participants are taking a break from reviewing and unfortunately, we are not even keeping up with the inflow let alone driving it lower. We need the other 600 reviewers to do more! Please try to do at least one a day.
Coordination
MB and Novem Linguae have taken on some of the coordination tasks. Please let them know if you are interested in helping out. MPGuy2824 will be handling recognition, and will be retroactively awarding the annual barnstars that have not been issued for a few years.
Open letter to the WMF
The Page Curation software needs urgent attention. There are dozens of bug fixes and enhancements that are stalled (listed at Suggested improvements). We have written a letter to be sent to the WMF and we encourage as many patrollers as possible to sign it here. We are also in negotiation with the Board of Trustees to press for assistance. Better software will make the active reviewers we have more productive.

The NPP School is being underused. The learning curve for NPP is quite steep, but a detailed and easy-to-read tutorial exists, and the Curation Tool's many features are fully described and illustrated on the updated page here.
If you have noticed a user with a good understanding of Wikipedia notability and deletion, suggest they help the effort by placing {{subst:NPR invite}} on their talk page.
If you are no longer very active on Wikipedia or you no longer wish to be part of the New Page Reviewer user group, please consider asking any admin to remove you from the list. An arbitration case regarding Conduct in deletion-related editing has been closed. The Arbitration Committee passed a remedy as part of the final decision to create a request for comment (RfC) on how to handle mass nominations at Articles for Deletion (AfD).

The fourth round of the WikiCup has now finished. 383 points were required to reach the final, and the new round has got off to a flying start with all finalists already scoring. In round 4, Bloom6132 with 939 points was the highest points-scorer, with a combination of DYKs and In the news items, followed by BennyOnTheLoose, Sammi Brie and Lee Vilenski. The points of all contestants are swept away as we start afresh for the final round.
At this stage, we say goodbye to the eight competitors who didn't quite make it; thank you for the useful contributions you have made to the Cup and Wikipedia, and we hope you will join us again next year. For the remaining competitors, remember that any content promoted after the end of round 4 but before the start of round 5 can be claimed in round 5. Remember too that you must claim your points within 14 days of "earning" them, and importantly, before the deadline on October 31st!

IUPUI
You are invited to join us for a multi-site editathon organized by Indiana Wikimedians at IUPUI University Library in downtown Indianapolis and the Herman B Wells Library at IU Bloomington (with virtual option). Together, both experienced and new Wikipedia editors, with faculty subject matter experts, will collaboratively improve articles on environmental justice in Indiana and globally. Join us at either location or virtually!
Much has happened since the last newsletter over two months ago. The open letter finished with 444 signatures. The letter was sent to several dozen people at the WMF, and we have heard that it is being discussed but there has been no official reply. A related article appears in the current issue of The Signpost. If you haven't seen it, you should, including the readers' comment section.
Awards: Barnstars were given for the past several years (thanks to MPGuy2824), and we are now all caught up. The 2021 cup went to John B123 for leading with 26,525 article reviews during 2021. To encourage moderate activity, a new "Iron" level barnstar is awarded annually for reviewing 360 articles ("one-a-day"), and 100 reviews earns the "Standard" NPP barnstar. About 90 reviewers received barnstars for each of the years 2018 to 2021 (including the new awards that were given retroactively). All awards issued for every year are listed on the Awards page. Check out the new Hall of Fame also.
Software news: Novem Linguae and MPGuy2824 have connected with WMF developers who can review and approve patches, so they have been able to fix some bugs, and make other improvements to the Page Curation software. You can see everything that has been fixed recently here. The reviewer report has also been improved.
Suggestions:
There is much enthusiasm over the low backlog, but remember that the "quality and depth of patrolling are more important than speed".
Reminder: an article should not be tagged for any kind of deletion for a minimum of 15 minutes after creation and it is often appropriate to wait an hour or more. (from the NPP tutorial)
Reviewers should focus their effort where it can do the most good, reviewing articles. Other clean-up tasks that don't require advanced permissions can be left to other editors that routinely improve articles in these ways (creating Talk Pages, specifying projects and ratings, adding categories, etc.) Let's rely on others when it makes the most sense. On the other hand, if you enjoy doing these tasks while reviewing and it keeps you engaged with NPP (or are guiding a newcomer), then by all means continue.

Backlog:
Saving the best for last: From a July low of 8,500, the backlog climbed back to 11,000 in August and then reversed in September dropping to below 6,000 and continued falling with the October backlog drive to under 1,000, a level not seen in over four years. Keep in mind that there are 2,000 new articles every week, so the number of reviews is far higher than the backlog reduction. To keep the backlog under a thousand, we have to keep reviewing at about half the recent rate!

The 2022 WikiCup has drawn to a close with the final round going down to the wire. The 2022 champion is
Lee Vilenski (1752 points), who won in 2020 and was runner up in both 2019 and last year. In the final round he achieved 3 FAs and 15 GAs, mostly on cue sports. He was closely followed by
Bloom6132 (1732), who specialised in "In the news" items and DYKs, and who has reached the final round of the Cup for the past three years. Next was
BennyOnTheLoose (1238), another cue sports enthusiast, also interested in songs, followed by
Muboshgu (1082), an "In the news" contributor, a seasoned contestant who first took part in the Cup ten years ago. Other finalists were
Sammi Brie (930), who scored with a featured article, good articles and DYKs on TV and radio stations,
Kavyansh.Singh (370), who created various articles on famous Americans, including an FA on Louis H. Bean, famed for his prediction of election outcomes. Next was

Z1720 (25) who had DYKs on various topics including historic Canadians.
During the WikiCup, contestants achieved 37 featured articles, 349 good articles, 360 featured article reviews, 683 good article reviews and 480 In the news items, so Wikipedia has benefited greatly from the activities of WikiCup competitors. Well done everyone! All those who reached the final round will receive awards and the following special awards will be made, based on high performance in particular areas of content creation and review. So that the finalists do not have an undue advantage, these prizes are awarded to the competitor who scored the highest in any particular field in a single round, or the overall leader in this field.

A new preference named "Enable limited width mode" has been added to the Vector 2022 skin. The preference is also shown as a toggle on every page if your monitor is 1600 pixels or wider. When disabled it removes the whitespace added by Vector 2022 on the left and right of the page content. Disabling this preference has the same effect as enabling the wide-vector-2022 gadget. Possibly. If all I can get out of them is (essentially) "I am Groot", then a block may be required if they continue in this vein on pages other than their talk page. Thus far, they only have 2 edits to pages other than their talk page, and none since warnings/attempts to communicate on their talk page started, so I don't think they're causing much disruption right now. The language of G4 is not "sufficiently similar", it's "sufficiently identical". I think this word choice is intentional and important.
The deleted main space article had 4 paragraphs/sections, whereas the draft has 78 paragraphs and is arranged in 6 sections. The draft is longer, with more information than in the deleted version.
The references cited are slightly different. The deleted version cites the following 7 sources:
Of those, only 3 4 are cited in both versions (one of them is cited twice in the draft; those should probably be consolidated). I've marked those with a green check. After taking a closer look; all of the ones in the draft are also in the deleted one, so the new draft does not provide additional sources. However, it does exclude some sources that were used in the deleted version.
Thus, the articles are not identical.
Regarding the fact that the draft is in draft...
Yes, G criteria do apply regardless of namespace, but G4 "excludes userspace and draftspace pages where the content was moved to user space or converted to a draft for explicit improvement".
If content is deleted, and someone later thinks they can do better and create an article on the topic that would be acceptable, draft space is the place to do it. So I tend to think we should be lenient on people creating drafts on deleted mainspace topics in draft space, so long as the draft is not identical and being used "simply to circumvent Wikipedia's deletion policy" - even if it starts out identical, if they are attempting or planning to make changes that "address the reasons for which the material was deleted" then I don't think we should delete such drafts using the G4 criteria.
On the other hand, if the draft itself was deleted after a deletion discussion at Wikipedia:Miscellany for deletion (where discussion on drafts belongs), and a "sufficiently identical" draft is then created, I would see no problem in using G4 to delete that. My issue is that improvement of content that is not yet suitable for mainspace is the purpose of draft space.

You're right on the wording. I said "similar" from memory, and not from the wordings of G4. I fail to see how the versions are not sufficiently identical. The first phase of editing (Dec 2) started out slow but in the second phase (Dec 13), all the deleted content was brought back. I'll be retagging it for CSD, and will let another editor/admin take a call.
This is a case of deleted article recreated as draft, and not moved or converted to draft. Agree that a deleted article can be recreated either as article or draft, but only by addressing the concerns of the deletion. Minimum deletion time: The previous WP:NPP guideline was to wait 15 minutes before tagging for deletion (including draftification and WP:BLAR). Due to complaints, a consensus decided to raise the time to 1 hour. To illustrate this, very new pages in the feed are now highlighted in red. New draftify script: In response to feedback from AFC, the The Move to Draft script now provides a choice of set messages that also link the creator to a new, friendly explanation page. Discussions with the WMF The PageTriage open letter signed by 444 users is bearing fruit. The Growth Team has assigned some software engineers to work on PageTriage, the software that powers the NewPagesFeed and the Page Curation toolbar. WMF has submitted dozens of patches in the last few weeks to modernize PageTriage's code, which will make it easier to write patches in the future. This work is helpful but is not very visible to the end user. For patches visible to the end user, volunteers such as Novem Linguae and MPGuy2824 have been writing patches for bug reports and feature requests. The Growth Team also had a video conference with the NPP coordinators to discuss revamping the landing pages that new users see.

In fact, I specifically excluded the Sun Journal article from my reasoning when I deleted the page, as I did not think the similarities were significant enough to constitute a copyvio from that source.
I'm wondering if you have me confused with Onel5969. Onel5969 is the reviewer who tagged the article as being a copyright violation, and named two sources, one of which was the Sun Journal article. I am the admin who reviewed the article, confirmed that it appeared to be a copyright violation (from the other source), and deleted it.
I'm not sure what you mean by "stating that it's associated with the school district" - - unless you are talking about the other page that had text copied from it into the article, which is [3] from the district's website.

Even if I was a teacher, you are totally misunderstanding the policy on conflicts of interest, the blocking policy, and the difference between a block and a ban. I don't want to go too much off on a tangent about that though, so suffice it to say you seem to be confused about those policies.
Now substantively, you are correct when you say that, "Short quotations are totally within Wikipedia guidelines" However, the material copied from the district website did not amount to "short quotations" that were acceptable within policy. A short quotation should be indicated using quotation marks, as I have when quoting you. Longer quotations can be formatted as blockquotes. Less than ten hours ago, I created the page of the Canadian artist who will represent France at the Eurovision Song Contest, using "La Zarra" as the title, in line with Wikipedia's guidelines, where it is expected to include the name by which the artist is primarily known.
However, so far with no apparent response, a user has decided to move the page via redirect is to enter her first name as the title, effectively going against the platform's guidelines.

You phrased the RFC as a question about "should the article discuss X broad concept", when it seems (correct me if I'm wrong) that what you are wanting discussed in the RFC is "should the article include the this specific language in this specific location". People can agree (as I do) that the article should discuss the broad concept, while disagreeing (as I do) with the way you have attempted to do so. Phrasing the RFC as you did can lead to an inactionable result - where everyone agrees that, yes, the article should discuss who "the people" were, but there is still no consensus for your changes.
Now, maybe you really are asking if the article should discuss the broad concept but are not hung up on your specific presentation of it. In that case what you should have asked is something more along the lines of "Should we add a discussion of who was included in "the people" and how that concept has changed since the Constitution was written, and if so, where in the article would be the best place to add this?" Hi, I really appreciated your detailed and kind response at ANI. I'm now in a bit of a dilemma about Lothar Abel. I'll ping Onel5969 here because I honestly value their opinion and experience too.
My personal impression is that Lothar Abel ought to survive AfD and is a valid subject as a historical figure with lasting effect, but on the other hand I accept Onel's point that the referencing was decidedly minimalistic. Because he's not a mega-star of landscape gardening like Humphrey Repton or Capability Brown, and he's obviously pre-internet, finding internet sources is hard. I'm not sure what paper sources exist, but they're likely to be Austrian while I'm sitting in the UK. He gets some mention (probably not much) in Eva Berger's "Viel herrlich und schoene Gaerten", 600-years-of garden art. But my main worry is that because I'm just a translator working from the German WP with limited access to additional sources, I'm going to struggle to improve the article beyond the state it was in when Onel tagged it. There is a real risk that if we put the article in main-space, it could sit there, tagged as needing more references, for a very long time, which is not great.
Basically the situation on Lothar Abel is this: I would have stuck it in main space as it is and hoped. Onel clearly felt it didn't quite pass muster. I personally feel that there's a fairly broad range of acceptable attitudes in WP and Onel's viewpoint is a good one, quite as valid as mine; I am probably over-inclusionist, and need the balance of other editors who are more stringent about sourcing. But I can't promise I'll ever be able to bring that article up to a higher standard. Hence my genuine dilemma about it.
On the more general point of the system, you're quite right, the history between Onel and me (and anyone else involved in Lothar Abel) is an unfortunate example of what can go wrong with the system, but I can't think of a better system. I don't much like AfC or the vagaries of the new page patrol, but they do hold back a tide of rubbish articles. Yes, it's unacceptable that articles sit around for 4 months, but since everyone here is a volunteer, no one is obliged to look at an article. Lothar Abel is a small-but-solid bit of history, not super exciting, probably not all that likeable (I prefer a scruffy, human garden!), so who am I to force someone to review an article about him? Not sure what to do about that. I should avoid reading ANI. Thank you for the detailed response. Sources don't have to be internet based; often books are better sources than websites. I just did a brief search of google books and found this which has at least a page on him. The whole thing isn't available online, but perhaps a library can help you access it. I also found [4] and [5] which mention him, but may not rise to the level of WP:SIGCOV. This is a little hard to read in the scan, but does discuss him in more depth than the other two.
For pre-internet topics, it's good to focus on books and newspapers. Google books has digitized a LOT of older books, and often gives enough in their previews of current books to give you an idea if it's worth tracking a copy down in a library or ordering it yourself. I don't know where in the UK you are or if there is a university library or what the public library situation is like there, but where I am in the U.S. librarians are usually quite wiling to help track down obscure books via interlibrary loan, and help research obscure topics. Hi. Been busy so haven't responded. Can't remember the deleted article, so cannot speak to the exact reasons why I felt there was an issue with it. ONUnicorn is spot on in their answer. Refs don't need to be online. They don't even need to be in English. Just please be aware that they do have to have enough information so that researchers can look up the source and check the voracity. I often point folks to WP:CIT to see what should be included in refs (you don't have to use those templates, just to give an example of the needed information). Hope this helps. The Core Contest—Wikipedia's most exciting contest—will take place this year from April 15 to May 31. The goal: to improve vital or other core articles, with a focus on those in the worst state of disrepair. Editing can be done individually, but in the past groups have also successfully competed. LOL; I figured you misunderstood the intent of the page; though they shouldn't be using the AFC process for it. GLAM is a collaboration between the WMF and various "galleries, libraries, archives, and museums" whereby the institutions make some of the content in their collections available to Wikipedia. It's fine that you did that, and you'll notice I moved it to draft as it was unsourced. The fact that it was about a sexual topic isn't a problem per se, Wikipedia is famously WP:NOTCENSORED, after all. Second, why do you feel the redirect from Nii-san to Japanese_honorifics#Familial honorifics is inappropriate? I just took a look at what they did and while in English, "Nissan" and "Nii-san" would sound similar, in Japanese if there's a double letter in Romaji, then both syllables are pronounced. So "Nissan" is Japanese would be "Nees san" and "Nii-san" would be "Nee san". What got me was they then went around making a whole bunch of (now deleted) redirects from things like Ree-nault and Cii-troën, as well as plopping inappropriate warning templates various places. Those make no sense. Both of those companies are French so their pronunciations are different than they are spelled. There is nothing wrong with how you acted other than how quickly you did the initial speedy tagging. You found it in mainspace, and thought that it met the A7 criteria. So you tagged it for deletion under A7. I disagreed that it met the A7 criteria, because A7 is a much lower bar than notability. A statement such as "He has worked with Skrillex, Hardwell, Exo, NCT 127, Monsta X, Rock Mafia and released songs on Spinnin' Records, Universal Music Group, SM Entertainment and more," reads to me as an assertion of importance. However, it was not suitable to remain in mainspace, so (partially as a courtesy to the article author - to give them the chance to improve it) I moved it to draft. You pointed out that the creator has been creating it on other projects. Given the other warnings on their talk page and their questions and actions since (including moving it to project space), I'm beginning to wonder if this is a competence issue on their part.
