Bit of both, if you wanted the full title it would be along of the lines of "Population of Azerbaijan" as the top level header, then the first sub-header is "Territories of the Russian Empire, later included in the Azerbaijan SSR (1886) (excluding territories that were part of the NKAO)". Please not that WP:G8 explicitly excludes user talk pages and WP:U2 explicitly excludes redirects created due to a user being renamed, as such this deletion needs to be reversed, thanks.
