Dunno. I'm walking-distance to the CKWS-TV studio, and not only do we not get anything directly from Utica over-the-air, at least one channel (WKTV 2) is replaced by some other barely-watchable co-channel station (CIII-2 Bancroft). Utica, however, would have a severe co-channel interference problem on channel 11. A similar situation exists in Ottawa-Hull, where CKWS-TV *used* to be on cable. It looks like the term "significantly viewed" has a specific legal meaning; there's an outdated list on fcc.gov which defines these stations, county-by-county, based on how many full-size outdoor TV antennas are already picking up the station terrestrially. It's not defined by cable carriage, by design. I'm not sure if CKWS is on that list for Utica-Rome - it'd be a stretch, especially with the co-channel station there.
