Usually, any contributor may edit the template's documentation to add usage notes or categories. Any contributor may edit the template's sandbox. This template does not have a testcases subpage. I take it you're asking for this to be noincluded on the template? You could also try making a centralised doc page (for instance, Template:User/doc) and asking for that to be noinclude-transcluded onto each of the pages involved. Yes, I am asking for this to be a noinclude on the template, so that when people are wondering if there are more user templates out there, they have this nice list to refer to. I've added {{signatures}}, instead -- seems to be very similar, and has the added benefit of needing only one edit to update every template's documentation.
