I don't think that's a good idea. The purpose of navboxes is to allow navigation; a bunch of red-linked and unlinked entries don't do that. OK The quite-fast changing presidentships of the CBS and Birmingham era won't need IMHO persona articles. The persons mentioned may fail at the "relevance" criterion, with the exception of Bruce Stevens maybe, for his quite long presidentship without big trouble.
One could take this as an incentive to write the persona articles still needed. ;-) The german WP yet has an article on Charles Steinway. And it is a necessity in my humble opinion to make available an article about Henry Steinway Jr.. Pls. know that Henry Jr. was the able technical "father" of all existing modern grands and concert grand pianos.
