These are incorporated cities in Sacramento County. For many years, the "four" were Sacramento, Folsom, Galt, and Isleton; these were recently joined by Citrus Heights, Elk Grove, and Rancho Cordova. In case you are wondering, when I first created the template back on 4 July 2005, I was blindly following what was listed on Sacramento County, California at the time.
