Since the presidential and parliamentary elections take place at the same time, I think we should have a new group line above the presidential and parliamentary ones that are just general elections. Maybe have the link for general elections go to either Elections in Rwanda or General election, or something else. Would look something like:

To change this template's initial visibility, the |state= parameter may be used:

Seem like an unnecessary complication. In other countries with similar cases, we simply have the year link on both line. Alight makes sense, probably right especially since other Templates do the same and that it would be an unnecessary complication.
