In the absence of anything else having been said, I'd like to propose the guideline that networks are only included here if they have members in more than one European country (thus making then European networks as opposed to national networks). For networks extending beyond Europe, I would further suggest that they be European-based (otherwise they would be extending into Europe rather than beyond Europe). Both of these are currently implied (IMO), but not explicitly stated.
