I chose 1983 as the start year since the State of Arkansas only maintained records of school consolidations until that date: http://web.archive.org/web/20100924075952/http://arkansased.org/about/excel/consolidaton_annexation_070110.xls

If we went before then, there may not be unified records, and the template would get really, really big.

Also I highlighted particular years because waves of consolidations happened in 2004 due to changes in state law requiring most districts under 350 students for at least a two year period to consolidate.
