Per comments on the Help Desk, the # appears to be cryptic. I suggest:

  • Replace # with {{scref|a}}
  • Replace ''# = [[List of World Health Organization Essential Medicines|WHO-EM]]'' with {{scnote|a|[[List of World Health Organization Essential Medicines]]}}

This will show as:

{{scref|a}}
{{scnote|a|[[List of World Health Organization Essential Medicines]]}}
