This template name should stay the same as the other templates that are fashioned for the various levels of administrative divisions (first, second, third, and fourth). There are a lot of links depending on this template (and others) - so please do not change the name. Also, changing the name to something like "countries by country" is somewhat redundant and doesn't make a lot of logical sense.
