@Blake675:, I had always assumed the Highland Lakes were just the six upstream lakes (i.e. not LadyBird/Town lake). Sources are a little mixed, though.
LCRA is pretty clear, six dams and six lakes. They note, however, that they do not operate Longhorn Damn, so that may color their definition.
The "Official" Highland Lakes page. Really not sure what makes this "official"; just seems like a portal. Text mentions six lakes, sidebar includes Lady Bird, though. "Lady Bird Lake is also included on the Highland Lakes Web Page even though it is not considered one of the Highland Lakes." No real source on that comment, though.
The Handbook of Texas is a pretty reliable source. In the Colorado River article they mention "Town Lake and the lakes above Austin are known as the Highland Lakes." Sooooo, seven?
Note sure how to approach this in the article; the domain seems a little unclear. Thoughts? Did you have any other sources?
