The reference style doesn't really fit with WP policy. If the bibliography is mentioned as a source then maybe someone can put in inline citations for when its information is used. Er, if it's connecting to a Teletype at the other end, then those only tend to run at about 100 to 110 baud anyway. Having the modem go any faster would be pointless as the two machines wouldn't be able to sync. The low rate doesn't really seem to be the modem's fault, nor that of the telephone line or whatever - it's just a case of the remote station being locked down to that speed.
