Far as I can see from their website, this is not "superseded" by the Journal of Belgian History. The JBH certainly is the English language version, but that has only been published since 2011. Before that, there was a separate Franch/Dutch language publication (different format etc.) which stopped publication in 2011. BTNG-RBHC was almost a magazine format. I believe the editorial staff are also different. BUt it seems like the Dutch and French versions are still around, too. Again, I'm not sure. Journals often change editorial teams. But if a journal has a different title, and a different editorial team based in a different place, then there isn't really any continuity at all, is there? Name change: That depends, here it really seems to be a continuation. Editor location: that's rather trivial. Often, name changes take place at the exact moment that editors change (the new editor wanting to take the journal in a somewhat different direction). By "location", I don't mean just place, I also mean university/institutional affiliation which I do not believe to be "trivial". I view JBH as a continuation because it is the only (I believe) academic journal specifically treating Belgian history at the moment. Journals sometimes change publishers. Of course, that is not trivial in and of itself, but it is trivial when deciding if it is still the same journal. if you go to the website of this journal, the English, French, and Dutch titles are all prominently displayed on top, clearly indicating that this is the same journal. Volume numbering also continues seamlessly (although that, too, is not decisive, some journals change name and then restart volume numbering, we still consider them the same journal).
