Hi Rosguill. Thanks for the ping. The author's behavior does seem suspicious to me: they made 4 relatively trivial edits (perhaps gaming the system to become Autoconfirmed), then acted as a WP:SPA to get this article published, and haven't been seen since. Regarding the content, I have no issue if you would like to draftify the article or apply CSD G11.

(To explain why I accepted the article, the previous reviewer indicated that the only unresolved issue was insufficient sources. The sources added since by the author were mostly reliable, so I accepted the draft. If I had declined it based on any other concerns of mine (e.g. notability), I think that would have undermined the previous reviewer's decision.)
