What is the different between cognitive networks and Ad Hoc networks

It is like comparing an apple to a banana. Ad Hoc wireless networks suggest that the network does not have a fixed topology; Cognitive network is a network of cognitive radios (with spectrum agility). A cognitive network can be either "ad-hoc" or "no ad-hoc".
