The accumulator based nature and limited instructions really place it as low level, though the print insructions for numbers and text are clearly not low level. Functionally, it is on a level with assembler (actually weaker than most assemblers), with a couple of subroutines and macros to do the printing. I was taught Cesil in the UK in the 1970s as part of a new O-level curriculum on computer science for teenagers. It's not that obscure of a language as tens of thousands of kids were taught programming via this language.
