Hormuzification
Concept
Amidst the geopolitical escalation, the concept of the "Hormuzification of maritime straits" has emerged as an analytical tool for understanding exceptional state behaviour. Within the logic of this framework, a strategic chokepoint, at a moment of heightened tension, assumes three interlinked operational dimensions: an instrument of pressure, an instrument of disruption, and an instrument of attrition.
Constitutive pillars
This concept does not denote a permanent maritime policy, but rather the temporary conversion of a vital sea passage into an exceptional instrument of leverage, resorted to by a state confronting war or direct military threat. In accordance with the Committee's definition, the concept applies only when four constitutive pillars are present: (1) a context of armed conflict; (2) control over a geographically sensitive chokepoint; (3) a temporary, non-permanent character; and (4) non-applicability to stable states situated outside immediate zones of tension.
