Το πασαλίκι του Βερατίου[1] ήταν αυτόνομο έδαφος εντός της επικράτειας της Οθωμανικής Αυτοκρατορίας, που δημιουργήθηκε στην περιοχή της μετέπειτα κεντρικής Αλβανίας από τον Αχμέτ Κουρτ Πασά το 1774 και καταλύθηκε όταν ο εν συνεχεία σύμμαχος του Αχμέτ, Ιμπραήμ Πασάς του Βερατίου νικήθηκε από τον Αλή Πασά το 1809, ενσωματώνοντας έτσι το πασαλίκι του Βερατίου στο πασαλίκι των Ιωαννίνων.

Δημιουργία και διακυβέρνηση του Αχμέτ Πασά

Το πασαλίκι του Βερατίου δημιουργήθηκε έπειτα από τη συνωμοσία του Αχμέτ Κουρτ Πασά με την Υψηλή Πύλη εναντίον του Μεχμέτ Πασά Μπουσάτι το 1774. Για να το εξυπηρετήσει, ο σουλτάνος ​​του έδωσε εδάφη στη μετέπειτα κεντρική Αλβανία. Κατάφερε να επεκτείνει το πασαλίκι του μέχρι το θάνατό του το 1787, ενσωματώνοντας εδάφη της μετέπειτα κεντρικής Αλβανίας, τα οποία συνόρευαν στα βόρεια με το πασαλίκι της Σκόδρας και προς τα νότια με το πασαλίκι των Ιωαννίνων. Ο Αχμέτ Κουρτ Πασάς ήταν παππούς του Αλή Πασά και πατέρας της μητέρας του Αλή, Χάμκως.

Μετά το θάνατο του Αχμέτ Κουρτ Πασά, το έδαφος του πασαλικίου κυβερνήθηκε από έναν στενό σύμμαχό του, τον Ιμπραήμ Πασά του Βερατίου. Έπειτα, ο Αλή Πασάς ξεκίνησε πόλεμο με το πασαλίκι του Βερατίου. Μετά από κάποιες άκαρπες διαπραγματεύσεις, ο Ιμπραήμ Πασάς έστειλε εκστρατευτικό σώμα υπό τη διοίκηση του αδελφού του Σεφίρ, μπέη της Αυλώνας. Αντιμέτωπος με αυτή την κατάσταση, ο Αλή κάλεσε τους αρματολούς της Θεσσαλίας και αφού κάηκαν χωριά, ληστεύθηκαν και κρεμάστηκαν χωρικοί και μεταφέρθηκαν κοπάδια και από τις δύο πλευρές, επήλθε ειρήνη. Ο Ιμπραήμ έδωσε την κόρη του σε γάμο με τον Μουχτάρ, τον μεγαλύτερο γιο του Αλή, και το διαφιλονικούμενο έδαφος ως προίκα. Δεδομένου ότι ο Σεφίρ Μπέης είχε παρουσιάσει ικανότητες που θα μπορούσαν να αποδειχτούν εντυπωσιακές στη συνέχεια, ο Αλή έβαλε γιατρό να τον δηλητηριάσει.[2] Ο Αλή Πασάς εξέφρασε την επιθυμία να κυριαρχήσει επί του πασά του Βερατίου, να γίνει βεζίρης της Ηπείρου, να αγωνιστεί με τον σουλτάνο και να πάει στην Κωνσταντινούπολη.[3] Το 1808, ο Αλή Πασάς νίκησε τον Ιμπραήμ Πασά, ενσωματώνοντας την επικράτειά του στο πασαλίκι των Ιωαννίνων.
