Γενικά για τον όρο μειονότητα οι περισσότεροι κοινωνιολόγοι, διεθνώς, συμφωνούν πως δεν θα πρέπει να θεωρείται στατιστική έννοια.

Ορισμός

Κλασικός θεωρείται ο ορισμός που έχει δοθεί επ' αυτού από τον L. Wirth όπου σύμφωνα με τον οποίο:

  • Μειονότητα χαρακτηρίζεται ομάδα ανθρώπων που εξ αιτίας των φυσικών ή πολιτιστικών χαρακτηριστικών τους φέρονται να έχουν διαχωρισθεί από τους άλλους ανθρώπους στη κοινωνία που διαβιούν, αντιμετωπιζόμενοι κατά τρόπο διάφορο και άνισο που γι΄ αυτούς τους λόγους θεωρούν πως είναι αντικείμενα συλλογικής διάκρισης.

Άποψη του ΟΗΕ

Η δε επικρατούσα σήμερα άποψη του ΟΗΕ στην έννοια της Μειονότητας είναι ότι αυτές ήδη προστατεύονται από διεθνείς διατάξεις κατά τις οποίες:

  • "...αι μη κυρίαρχοι ομάδες, αι οποίαι αν και βασικά επιθυμούν την ίσην μεταχείρισιν, επιδιώκουν διάφορον μέχρις ενός βαθμού μεταχείρησιν, δια να διατηρήσουν τα κύρια χαρακτηριστικά τους με τα οποία και ξεχωρίζουν από την πλειονότητα του πληθυσμού. Τα κύρια αυτά χαρακτηριστικά που προστατεύονται είναι η φυλή, η θρησκεία και η γλώσσα.

Συνεπώς η μειονότητα μπορεί ν΄ αποτελεί διάκριση όχι μόνο από μια κοινωνία προς συγκεκριμένη ομάδα, αλλά και επιθυμία (διάκρισης) της ίδιας της ομάδας από την κοινωνία στην οποία και διαβιεί.
