Το Κουτάισι (γεωργιανά ქუთაისი, προφέρεται: [kʰutʰɑisi], ελληνικά Κυταῖα) είναι η πρωτεύουσα της περιφέρειας Ιμερέτι. Υπολογίζεται ότι το 2014 είχε 147 635 κατοίκους,[4] γεγονός που την κατατάσσει τρίτη μεγαλύτερη πόλη της χώρας. Η πόλη είναι χτισμένη στις όχθες του ποταμού Ριόνι σε υψόμετρο 120-300 μέτρων πάνω από το επιπέδο της θάλασσας. Στην πόλη βρίσκονται δύο μνημεία παγκόσμιας κληρονομιάς της UNESCO, ο Καθεδρικός Μπαγκράτι (αφαιρέθηκε το 2017) και το Μοναστήρι του Γκελάτι.

Είναι μια από τις παλαιότερες πόλεις της Υπερκαυκασίας. Ήταν πρωτεύουσα του αρχαίου βασιλείου της Κολχίδας. Η πόλη υπολογίζεται ότι ιδρύθηκε τη 2η χιλιετία π.Χ. Η πόλη διατέλεσε επίσης πρωτεύουσα διαφόρων βασιλείων, του Βασιλείου της Γεωργίας (1008-1122) και του Βασιλείου του Ιμερέτι από το 1455 μέχρι το 1810, όταν και τελικά η περιοχή προσαρτήθηκε στη Ρωσία. Η πόλη καταστράφηκε πολλές φορές κατά τη διάρκεια της ιστορίας της, π.χ. το 1691 από τους Τούρκους. Το 2012, κατά την διακυβέρνηση του Μιχαήλ Σαακασβίλι, ολοκληρώθηκε στη πόλη το κτίριο της Βουλής, με σκοπό να μετακινηθεί η Βουλή από την Τυφλίδα στο Κουτάισι, το οποίο βρίσκεται πιο δυτικά από τη πρωτεύουσα.[5] Μετά την λήξη της θητείας του Μιχαήλ Σαακασβίλι, ο συνασπισμός Γεωργιανό Όνειρο αποφάσισε να μεταφέρει τις κοινοβουλευτικές δραστηριότητες στη Τιφλίδα.[6] Η συνταγματική τροπολογία που εγκρίθηκε το 2017 μπήκε σε ισχύ τον Δεκέμβριο του 2018 και δεν ανέφερε πουθενά το Κουτάισι ως έδρα του κοινοβουλίου. Αυτό σημαίνει ότι από τον Ιανουάριο του 2019 η έδρα του γεωργιανού κοινοβουλίου είναι και πάλι η Τιφλίδα.[7][8] Το κτίριο στο Κουτάισι είναι περιουσία του Υπουργείου Εσωτερικών της Γεωργίας.[9]
