Premijer Rusije je druga po snazi ​​funkcija u Rusiji. U skladu sa članom 24. Saveznog ustavnog zakona "O vladi Ruske Federacije", premijer upravlja Vladom Rusije, organizuje njen rad i utvrđuje osnovne pravce djelovanja Vlade. Premijera imenuje i razrješava predsjednik Rusije, a on preuzima vlast u slučaju predsjednikove smrti ili ostavke.[1] Predsjednik Rusije ima priliku predsjedavati radom vlade i izdavati naredbe i premijeru i ostalim članovima vlade.

Za vrijeme Ruskog carstva ovu ulogu obavljao je predsjedavajući Vijeća ministara. Ta je dužnost stvorena 1905. godine donošenjem osnovnih državnih zakona, dok je prije toga konačnu upravnu vlast vršio ruski car, a ministri su bili izvršioci njegove volje. Predsjedavajućeg Vijeća ministara imenovao je i razriješio ruski car.

U doba Sovjetskog Saveza šef vlade bio je predsjedavajući Vijeća narodnih komesara (do 1946.) i predsjedavajući Vijeća ministara (nakon 1946.). Ličnosti koje su zauzimale ove položaje ponekad su se nazvale premijerima.

Trenutni premijer je Mihail Mišustin, obnašavši dužnost premijera od 16. januara 2020. godine.[2]
