Nicolás Ardito Barletta Vallarino (21 d'agostu de 1938, Aguadulce) ye un políticu, economista y foi Presidente de Panamá dende'l 11 d'ochobre de 1984 hasta'l 27 de setiembre de 1985.

Biografía

Fixo los sos primeru dos años de primaria na escuela Belisario Porras. Completó la primaria y la secundaria nel colexu La Salle. Ingresó a North Carolina State University, onde llogró una Llicenciatura (B.Sc.) n'Inxeniería Agrícola en 1959 y darréu una Maestría n'Economía Agrícola. En 1971 llogró'l so Doctoráu (Ph.D.) n'Economía na Universidá de Chicago.^[1] El títulu de la disertación del so doctoráu foi "Costs and social benefits of agricultural research in Mexico" ^[2]

Internacionalmente desempeñóse como Vicepresidente del Bancu Mundial p'América Llatina y el Caribe (1978-84), como Direutor del Departamentu d'Asuntos Económicos de la OEA y de l'Alianza pal Progresu (1970-73) y foi iniciador y fundador del Bancu Llatinoamericanu d'Esportaciones (BLADEX), entidá multillateral de los países llatinoamericanos allugada en Panamá.

Participó nes negociaciones, de los aspeutos económicos de los Trataos Torrijos-Carter.^[1] Mientres el gobiernu d'Omar Torrijos desempeñóse como Ministru de Planificación y Política Económica. Foi negociador de los aspeutos económicos de los Trataos de la Canal de Panamá y Presidente de la Comisión Bancaria Nacional. Participó como candidatu del Partíu Revolucionariu Democráticu nes eleiciones xenerales del 6 de mayu de 1984 onde llogró una victoria que foi llargamente reconocida como fraudulenta, per un estrechu marxe de 1,713 votos contra l'opositor Arnulfo Arias Madrid. Esto ganó-y el reconocíu nomatu de Nicolás "Fraudito" Barletta.

Nel so curtiu periodu como presidente (unu de dellos presidentes impuestos pola dictadura militar qu'apoderó Panamá ente 1968 y 1989), trató d'amontar la crecedera económica y menguar el déficit fiscal esistente, que causaron malestar na opinión pública y tuvieron que ser modificaes. Tamién trató infructuosamente, de flexibilizar el Códigu de Trabayu, amenorgar les cuotes y aranceles d'importaciones ya introducir reformes al sector agropecuariu.^[1]

Por cuenta de les sos diferencies col xeneral Manuel Antonio Noriega, quien yera Comandante de les Fuercies de Defensa y verdaderu xefe d'Estáu nel país, y a la so decisión de crear una comisión investigadora del crime del Dr. Hugo Spadafora, tuvo qu'arrenunciar la nueche del vienres 27 de setiembre de 1985 y foi sustituyíu pol so vicepresidente Erick Arturo del Valle.

Terminada la so presidencia, salió del país por un curtiu periodu. Al so regresu de 1986 a 1987 foi research fellow del International Development Research Center y direutor xeneral de l'Autoridá de la Rexón Interoceánica (ARI), organización dedicada a l'alministración y puesta n'usu pal desenvolvimientu de les árees revertíes de l'antigua Zona de la Canal de Panamá Zonal de la Canal, ente 1994 y 1999.^[1]
