Luis Balagué Carreño (29 de marzu de 1944, Uviéu – 18 de febreru de 2021, Mieres) foi un ciclista profesional ente los años 1969 y 1977.

Entamó a destacar na categoría d'aficionaos algamando los segundos puestos na clasificación xeneral de la Vuelta a Asturies de los años 1965 y 1968 y siendo vencedor absolutu na del añu 1967. Nel añu 1969 daría el saltu al profesionalismu militando n'equipos como Werner, SuperSer y Bic. Nesta etapa como ciclista profesional coincidiría con Luis Ocaña al que sofitaría como gregariu a lo llargo de buena parte de la so carrera.

El so mayor éxitu foi na Vuelta a España del añu 1972, na que ganaría la decimoprimer etapa celebrada ente Manresa y Zaragoza, de 259 km.
