Welcome, subscribers, to the seventh Discontent Content newsletter! Discontent Content is a newsletter aiming to collate and improve Wikipedia articles in need of more eyes and hands to get them in shape. Its unique trimodal structure allows editors to work where they feel comfortable -- with stubs and starts needing to be brought to standard, mid-quality articles with Good or Featured potential, or quality-assessed articles needing help to maintain their status.
Category 1
Articles in this category are those that need to be brought up to a minimum quality standard. Some will be stubs; others will be longer articles that nonetheless have significant concerns putting them far below B- or C-class adequacy.
This issue's Category 1 articles are:
Exile: An unexpectedly poor article for a major form of historical punishment, and one of those few where anyone can agree the "In popular culture" section is far too sparse. Even a relatively minor improvement to reflect the historical and sociological literature could really improve this article's usability.
Scratching post: A major element of cat ownership (if you ever want to own furniture), this article lies right on the sub-start border and is supported by exactly one ref. Arguably, there may be few serious investigations of the subject :) Some information seems split between it and the related article cat tree, and they may be better off handled under a single more fleshed-out title.
Agnathia: A two-sentence stub on an unusual deformity (absence of part of the jaw). Even in its incredibly short length, the article manages to conflate two different things, the absence of the jaw entirely and the presence of missing sections. This article could become significantly more useful with even minor improvements any non-specialist editor could do, such as discussing causes (e.g. treatments for certain cancers) or finding more prevalence data.
Category 2
Articles in this category, while in better current shape than Category 1, are still missing something. They have the potential to be truly high-quality content, and may have been at one point. With work, they can be brought up to dizzying heights.
This issue's Category 2 articles are:
Firefox: An ex-FA, a Million Award candidate, and the best browser (don't @ me). This article has good bones, and could certainly be brought to a quality-assessed status. A problem noticeable in the ref section is the advancing age of many sources.
Cyclone Tracy: One of the biggest disasters in Australian history, Tracy notoriously levelled the whole city of Darwin over Christmas 1974, with people unable to evacuate due to the demands of the holiday season. This ex-FA is still a confronting look at the tragedy that forced the complete rebuild of the country's northernmost capital, but some work needs to be done to improve sourcing, particularly around the Aftermath section.
East Asian religions: A disappointingly sparse article on the religious history of over a fifth of the world's population. This was a GA once, prior to the 2009 sweeps, but has had little serious improvement in the past fourteen years.
Category 3
Articles in this category have been assessed through a content review process in the past, but may require work to be brought up to current GA/FA standard. Editors can help bring them to a level where the star or plus near their names can once again shine.
This issue's Category 3 articles are:
History of Singapore: A 2006 GA now at GAR, this highly important article draws close to a quarter million views a year. The GAR notes significant missing citations and dead links.
Dungeons & Dragons (album): This 2007 FA is now at FARC, the last stop before delisting. The talk page hashes out source reliability; the article may be closer to salvation than it looks, for someone who can get a hold of the contemporary zines.
The Hitchhiker's Guide to the Galaxy (radio series): The one that started it all! The talk page for this FA at FAR gives extensive and fully actionable notes on the article's issues, mostly prose-related. Serious improvements could be made by following the recommendations. It would be a shame to see the article delisted because of the original writer's lack of time to work on it.

Following an RfC, editors indefinitely site-banned by community consensus will now have all rights, including sysop, removed.
As a part of the Wikimedia Foundation's IP Masking project, a new policy has been created that governs the access to temporary account IP addresses. An associated FAQ has been created and individual communities can increase the requirements to view temporary account IP addresses.
Technical news
Bot operators and tool maintainers should schedule time in the coming months to test and update their tools for the effects of IP masking. IP masking will not be deployed to any content wiki until at least October 2023 and is unlikely to be deployed to the English Wikipedia until some time in 2024.
Arbitration
The arbitration case World War II and the history of Jews in Poland has been closed. The topic area of Polish history during World War II (1933-1945) and the history of Jews in Poland is subject to a "reliable source consensus-required" contentious topic restriction.

Twinkle has a built in reporter for this, that even grabs warnings and the diffs of reverts and such. Sometimes you'll have to tidy a bit, but it's a lot easier than manually doing the template. You recently tagged the new (pretty clearly NN) article Wizard (chess) -- the same person created the (also pretty clearly NN) article Fool (chess) and the (maybe more promising) article Chessplus. I've been tempted to start an AfD on the Wizard article (my PROD was removed without any substantive justification, and this discussion didn't suggest I'm missing something), maybe I'll go do a bundled one with the Fool now. --JBL (talk) 17:27, 2 July 2023 (UTC)__DTREPLYBUTTONSCONTENT__-->__DTELLIPSISBUTTON__{"threadItem":{"timestamp":"20230702172700","author":"JayBeeEll","type":"comment","level":1,"id":"c-JayBeeEll-20230702172700-Chess","replies":["c-JayBeeEll-20230702180100-JayBeeEll-20230702172700"],"displayName":"JBL"}}-->

Valereee, i’ve never said that every article in a major city newspaper goes toward notability; and I haven’t seen that argued anywhere. I agree with Cbl62’s qualifying comment in the WP:AUD discussion you’ve replied to, that “The publication needs to be reliable and independent, and the coverage needs to be in depth.”. Reviews that comply with the policy stated in WP:RESTAURANTREVIEWS, or otherwise amount to SIGCOV, fulfil this criteria IMO Jack4576 (talk) 23:48, 3 July 2023 (UTC)__DTREPLYBUTTONSCONTENT__-->__DTELLIPSISBUTTON__{"threadItem":{"timestamp":"20230703234800","author":"Jack4576","type":"comment","level":1,"id":"c-Jack4576-20230703234800-Clarifying_remarks","replies":["c-Valereee-20230704112300-Jack4576-20230703234800"]}}-->

All reviews that meet WP:RESTAURANTREVIEWS are to be regarded as sigcov, as a matter of policy
its not a given that all major newspaper articles are SIGCOV if the mention is only in passing. They all meet WP:AUD, but the amount a subject is mentioned within the source is also an important matter

The third round of the 2023 WikiCup has come to an end. The 16 users who made it to the fourth round had at least 175 points. Our top scorers in round 3 were:
Iazyges, with 560 points from a high-scoring featured article on Tiberius III.
Contestants achieved 11 featured articles, 2 featured lists, 47 good articles, 72 featured or good article reviews, over 100 DYKs and 40 ITN appearances. As always, any content promoted after the end of round 3 but before the start of round 4 can be claimed in round 4. Please also remember that you must claim your points within 14 days of "earning" them. When doing GARs, please make sure that you check that all the GA criteria are fully met. Please also remember that all submissions must meet core Wikipedia policies, regardless of the review process.
If you are concerned that your nomination—whether it is at good article nominations, a featured process, or anywhere else—will not receive the necessary reviews, please list it on Wikipedia:WikiCup/Reviews Needed (remember to remove your listing when no longer required). Questions are welcome on Wikipedia talk:WikiCup, and the judges are reachable on their talk pages or by email. Good luck! If you wish to start or stop receiving this newsletter, please feel free to add or remove your name from Wikipedia:WikiCup/Newsletter/Send. Sturmvogel 66 (talk) and Cwmhiraeth (talk). @Lettherebedarklight Hey there, not trying to be uncivil, but I’m not the same person as the other. I do not own multiple accounts, so I’m a great relatively a newcomer on Wikipedia. And I’m neither an alt account nor created alt account. Just because I have many similar edits to the other in your opinion doesn’t really mean that I’m the same person as the other. I have different bio and interests. So please do not block me again. Or report me. I make edits to these articles. ~WikiCoverings11111 (message) 09:17, 15 July 2023 (UTC)__DTREPLYBUTTONSCONTENT__-->__DTELLIPSISBUTTON__{"threadItem":{"timestamp":"20230715091700","author":"WikiCoverings11111","type":"comment","level":2,"id":"c-WikiCoverings11111-20230715091700-Lettherebedarklight-20230715085100","replies":["c-WikiCoverings11111-20230715092200-WikiCoverings11111-20230715091700"]}}-->

For me, I found out the discussion because I searched one of the Lettherebedarklight contributions and he asked the admin to block me for recognition of the other, when in fact, this is unrelated due to the reason I really never have similar edit to other users, the reason why I deleted messages on you talk page. I never knew that he is going to report me to an admin, this is the reason why I quickly react this situation by deleting the section about possible recognition about me. ~WikiCoverings11111 (message) 11:33, 15 July 2023 (UTC)__DTREPLYBUTTONSCONTENT__-->__DTELLIPSISBUTTON__{"threadItem":{"timestamp":"20230715113300","author":"WikiCoverings11111","type":"comment","level":5,"id":"c-WikiCoverings11111-20230715113300-Valereee-20230715112200","replies":["c-WikiCoverings11111-20230715113600-WikiCoverings11111-20230715113300","c-Lettherebedarklight-20230715114600-WikiCoverings11111-20230715113300"]}}-->

Honestly, Valereee, if you get a straight answer out of them on the Garnett edit, that'll be the first one. Between this, their other misrepresentations, the alternate account thing, and now the off-wiki canvassing for their Village Pump proposal, the noise-to-signal ratio is what has me so exasperated. Women in Red 8th Anniversary
In July 2015 around 15.5% of the English Wikipedia's biographies were about women. As of July 2023, 19.61% of the English Wikipedia's biographies are about women. That's a lot of biographies created in the effort to close the gender gap. Happy 8th Anniversary! Join us for some virtual cake and add comments or memories and please keep on editing to close the gap!

Long time no see. Sorry to bother you and sorry about the weird post. I was really frustrated with Wikipedia and I guess I had to take out my frustration somewhere. But I’m trying to appeal my (ancient) topic ban. Do you think [Wikipedia:Administrators' noticeboard/Kurds this] was actually ok? You were there. That was just a WP:WITCHHUNT and that's how I got topic banned. I don’t know how that’s ok. Otherwise, I could just go to the administrators noticeboard and find all your bad edits and get you banned. @Thepharoah17, I'm assuming you're using "I" and "you" in the generic sense, as in "Anyone could just go to the administrators' noticeboard and find all of someone's bad edits and get them banned"? ANI is for handling behavior problems, which disruptive editing is part of, so yes, if that's what you're asking, that's what ANI is actually meant to be for.
You've broken that link, I think you must mean this. It was a long time ago, but IIRC, it was an attempt to stop disruption at articles surrounding the Kurds because there was so much ongoing disruption in those topics at that time.
It's been 2.5 years since your t-ban, and almost that long since the only time you violated it, so yes, you could try an appeal. I think you might have to do it at arbitration enforcement noticeboard since it was placed by the arbitration committee. Hey, Snow Rise, just thought we might as well discuss further here instead of there so that maybe someone can close that discussion as resolved without any action being necessary.
Honestly, I could not disagree more that an admin should just shrug and move on when they encounter someone behaving badly who then then pushes back repeatedly on whether the behavior is even problematic. I consider it part of my job to try to actually fix behavior issues rather than ignore them. And it's part of the job that other admin should be doing, too, and if they don't even recognize the behavior as bad, how can they ever hope to help fix that behavior? He ended up by striking the comment, which is all he was being asked to do in the first place. And maybe having seen enough people thought the behavior wasn't cool was what convinced him to do that, and maybe he'll be more careful in future. So isn't that a win for everyone? And neither of things would have happened if I hadn't brought it to ANI because before that, he still thought he was right.
Well look, it's very easy for me to opine on this subject without having the same community obligations that you do as an admin, so take my perspective with a grain of salt. And indeed, I've said things substantially parallel to what you are saying above myself in the thread: I really do think that it's for the better if Steven is taking the feedback there to heart. And certainly do not let me be mistaken for not respecting your decision to intervene to defend the rank and file editor in the first instance: I very much think that was the right thing to do. I just have a hard time imagining myself bringing such a matter to ANI on the basis of an AGF violation that straddled the line between permissible and impermissible observations about the strategic procedural aims of another community member, and that's just the honest truth. But here's the thing: I've never brought anyone to ANI, despite observing some truly ghastly behaviour when it comes to WP:CIV. I just have never taken that step. So quite arguably I am not the person to set the reasonable threshold by.
That said, I do think there are occasions where it might not work out nearly so well as it did here: for example, if the reported party was not, even after the report, willing to reconsider their position even to the extent Steven did here. And instead they embrace an IDHT perspective. And because there is no brightline policy violation, they can't be sanctioned, and perhaps they have a personality type that causes them to walk away from such an exchange feeling emboldened to continue to speculate on the motivations of other editors, and argue the rhetorical opposition rather than the point. But I'll grant you that is a speculative scenario versus at least one real one which turned out alright with your course of action, so you are entitled to be satisfied that you pursued the right course of action here if that is how you see it.
Even so, I do have one more point I should like to share: I said what I said not just because I believed it was valid reasoning/an honest appraisal of what I would and would not do in the situation, but also because when summarizing a dispute, it is helpful to point out factors that favor and disfavor various parties / initial responding community members, if you can do so without being disingenuous: it helps to demonstrate that no one is ever really a perfect party in such discussions and helps parties feel less besieged and more willing to try to see where they might have altered their own conduct if they don't feel all the blame for the situation landing as it is being heaped upon them.
But again, it's super easy for me to do that as both a non-mop and a previously un-involved party evaluating matters after the fact. What you did was within what I would call fair discretion for any community member, and if you feel it was particularly necessary given your administrative obligation, I'm neither properly qualified to argue with my lack of similar positioning, nor inclined to judge your administrative exercise in that respect. SnowRise let's rap14:48, 23 July 2023 (UTC)__DTREPLYBUTTONSCONTENT__-->__DTELLIPSISBUTTON__{"threadItem":{"timestamp":"20230723144800","author":"Snow Rise","type":"comment","level":2,"id":"c-Snow_Rise-20230723144800-Valereee-20230723092200","replies":["c-Valereee-20230730204500-Snow_Rise-20230723144800"],"displayName":"SnowRise"}}-->
Taking it to ANI means if the reported party was not, even after the report, willing to reconsider their position even to the extent etc., that would be seen by multiple other editors, and if the problem happened again and again and again, it actually could be sanctionable, and because of it going to ANI and multiple other editors seeing it, it means someone might actually do something about it. So again, IMO constructive. Ignoring a problem seldom helps fix it, and calling it to the attention of others often means it eventually gets fixed even if, despite trying, you've failed to fix it yourself.
