Actually, in the English language, there is an exception to the general rule that the final punctuation goes inside the quotation marks. In the United States, in legislative enactments (such as Acts of the U.S. Congress), the final punctuation goes after the quotation marks. This occurs when a statute contains a sentence that amends the language of a prior statute. The material inside the quotation marks must contain only the reworded text of the earlier statute (i.e., the earlier statute as amended). By contrast, all of the enacting material -- including the final period of the enacting sentence -- is placed outside of the quotation marks. Of course, that's not the case in Wikipedia or in most writings in English, as you pointed out. I don't deal in federal law but the rule you mention is an "exception" (really an obvious necessity rather than an exception) [irony intended] recognized by the Chicago Manual of Style and I would assume most other style manuals as well. I was speaking more to the general rule of American English which for some reason Wikipedia has abandoned in favor of the British rule - a devilish thing that makes (IMO) for sloppy appearance, low quality, and difficult reading. Wherefore my continued prodding in my edit summaries whenever I get the chance. For many years I wondered why no one remembered their third grade punctuation lessons like I did. Or why no one read their English 101 style manual. Or the Turabian or APA or other style manual they [including my otherwise quite bright PhD relatives] were professing to follow. More recently I've just decided that my insistence on enforcing the "American Rule" has no other basis than my C-O-D (which is OCD with the letters in the correct order). Yeah, and although I tend to be a stickler for detail on things like spelling and punctuation in the "real world," I have to admit that I actually do "let it slide" a bit in Wikipedia. For example, in citing legal materials in Wikipedia, I don't always follow the Harvard Bluebook (A Uniform System of Citation) or any other standard form book. I'm also a bit "loose" when citing to news articles in Wikipedia -- I'm not consistent with the order in which I show the date, the title, etc.
I do continue to be astonished, after all these years, at the number of people who simply cannot spell. Everyone makes typographical errors, but I think you can tell when someone just can't spell. I deal with tax protesters (a hobby of mine, as I am a tax geek) and, as a group, these people tend to be poor spellers. In particular, many cannot tell the difference between "lose" and "loose." And of course, the word "frivolous" very often comes out of them as "frivilous." Arrrrrgghh!

Wait a minute, I notice that you also served on a submarine! I was never in the military, but my nephew currently serves on the USS Nevada (SSBN-733). Also, one of my best friends served on an attack submarine way back in the late 1960s (conventional sub, and I don't remember the name of his sub).

I've also ran a checkuser, and I concur that none of your underlying IP addresses are blocked. I suggest you try to edit now, and see if the problem has cleared. Attempting to save prefs to a different skin, I am met with "Forbidden - You don't have permission to access /wiki/Special:Preferences on this server" on my own wiki, and I'm the admin. Another user (who happens to own the hosting company) doesn't get this error. This occurred after upgrading to the current version today. Any ideas anyone?
