Fixed the sub-regions to reflect those listed on the following Victorian Government sites:

Greater Melbourne - https://www.suburbandevelopment.vic.gov.au/
Barwon South West - https://www.rdv.vic.gov.au/victorias-regions/barwon-south-west
Grampians - https://www.rdv.vic.gov.au/victorias-regions/grampians
Loddon Mallee - https://www.rdv.vic.gov.au/victorias-regions/loddon-mallee
Hume - https://www.rdv.vic.gov.au/victorias-regions/hume
Gippsland - https://www.rdv.vic.gov.au/victorias-regions/gippsland

Notes:

Hume lists the sub-regions as 'Goulburn' & 'Ovens Murray', but its development plans list them as 'Central Hume', 'Goulburn Valley', 'Lower Hume' & 'Upper Hume'.
Gippsland doesn't list any sub-regions. The sub-regions listed were already established on here and they seem to match the local tourism site (https://www.visitgippsland.com.au/), with the addition of 'Latrobe Valley'.

https://business.vic.gov.au/__data/assets/pdf_file/0003/2002638/Victorias_Tourism_Regions_map_2021.pdf - Might be good to add the tourism regions and sub-regions
