A user just added the Green Alternative Ecologist Party of Peru into the template. I didn't see the party listed on the OPNE page and the English page for it was just recently created by the same user. I also can't find a page on it on Spanish Wikipedia. I think that there is at least an implicit understanding that this template is for parties which are at least somewhat notable in Peru and run candidates. The party certainly exists, as shown by their website, but I don't think it is notable enough so far, so I agree with the temporary revert until the user explains his rationale and its article becomes more than a stub.
