From what I have gathered, there was no elected parliament in Morocco prior to 1963. The elections of 1947 and 1951 were elections for Consultative Chambers, local equivalents of government ministries, and only a very limited number of people had the right to vote (see here for more information). In 1956, the parliament was formed and appointed by the Sultan Muhammad V, and no election took place that year (at least according to the Wikipedia article on the Parliament of Morocco. According to Sternberger et al. the 1947 and 1951 elections were elections to a Conseil de Gouvernment – some of whose seats were chosen by members of the Consultative Chambers but some seats were directly elected. Some basic details are noted here in the Moroccan elections section. Less sure on the 1956 one – will need to consult the book again as annoyingly two of the three pages in question (1299–1301) are not visible on Google Books.
