I have added a <includeonly> tag so that the image shows up only on the Maharashtra page where it is used. A fair-use rationale needs to be added to the image page. Hope this will suffice for the WP:NFCC. On a second thought, I have added a logo parameter ("yes" when image needs to show up). This is needed since a fairuse rationale is required for each article that is using the image. I have added a rationale for use on Maharashtra page and added the logo parameter, the same needs to be done for other cities and towns using this template. The State of Maharashtra has, categorically so, a second Capital in the city of Nagpur. I am adding the entry. It is the second capital, but not an administrative second capital.
