IMHO, this template should be expended to include all the E-roads. Though there would be quite a few red links, recent creations of new articles have made this template out-of-date very quickly... Why is flag of the European Union included in the template? I agree with you that it has nothing to do... but EU flag may be used here as a European symbol without taking the institutional symbol it really is.
Remove it if you want.

I agree with Apalsola. Another consideration is that the E-road network now extends well beyond Europe into Asia.
