The new template is not a duplicate. The old one linked to the states themselves. Fair enough, I probably should've done that, although there was another template involved in the merger too (Template:Chief Ministers of Indian States), and one of these would obviously have to become a redirect.
Anyway, I have no problem with doing it your way, so long as it's the new, merged template that displays. Yes, we can do it, that is why I had reverted your edits. I will made necessary changes to the old Navbox so that it'll show all the links of the merged template.
