I don't think that Devil's Half Acre belongs in the "unincorporated communities" section of the template. It seems to me like it's just a place of interest. I agree - it is not a place anyone lives now, so it is not a community. Although it's not so common in Pennsylvania, counties nationwide have ghost towns in their county template. Why remove this one? On the other hand, many places include the ghost towns separately: see {{Sanpete County, Utah}} and several other Utah counties for examples. I prefer to keep it simple (i.e. anything that's unincorporated and not a CDP goes in the "unincorporated communities", whether or not it's currently inhabited), but there's plenty of precedent for listing ghost towns separately from populated unincorporated areas. I would also be OK with this. There are many lumber ghost towns in northern Pennsylvania. Masten has an article but is not in the county nav box, for example. I'm not inclined to leave such situations that way; therefore, I've added a county template to Masten and I've added Masten to the county template. I've put it under Ghost Town for the simple reason that there are no non-CDP unincorporated communities in the county.
