Hi John a s. Unfortunately Wikipedia (in any language) is not a reliable source. I have an academic book saying there was an election that year, and this sort of evidence takes precedence. There was a comment by the un-named WP editor who removed the 1903 Presidential election: "Vice-President elect died on September 1902, before his inauguration. So in the 1903 special election, the only office in dispute was the Vice-Presidency.". So the template ought to include this 1903 special election for VP.
