History
Cagayan State University is one of transformation, growth, and commitment to academic excellence. From its modest origins as a consolidation of several postsecondary institutions in the province of Cagayan, CSU has evolved into a comprehensive university, offering a diverse array of academic programs.
Founding and Early Leadership
CSU was established through Presidential Decree No. 1436 in 1978 with the goal of providing professional and technical training in the arts, sciences, humanities, and technology. This initiative united multiple existing colleges and institutes, each bringing unique expertise to the newly formed university.
Under the leadership of its first president, Dr. Manuel Corpus, a distinguished scholar from the University of the Philippines, CSU set the foundation for academic excellence and innovation. Assisted by Vice President Joselito Jara, an expert in educational philosophy from the University of Maryland, Dr. Corpus guided CSU through its formative years. The pre-existing colleges were reorganized into campuses, led by designated “Campus Deans,” who played a pivotal role in their respective areas.
Groundbreaking Initiatives
During Dr. Corpus’s tenure, CSU became a trailblazer in Philippine higher education. He pioneered the first nationwide position reclassification system for faculty members in state universities and colleges (SUCs) and developed the AACCUP instrument, a benchmark for SUC program accreditation across the country.
Dr. Corpus also implemented a robust faculty development program, sending faculty to prestigious institutions for advanced training, ensuring that CSU’s educators remained at the forefront of their fields.
A contribution of significance
Following Dr. Corpus, Dr. Armando Cortes, then Campus Dean of the Aparri Campus, assumed the presidency, steering CSU into a new era of academic excellence. During his tenure, the university established the College of Medicine, making quality medical education accessible to local students at minimal cost. This was followed by the creation of the College of Law, offering legal education as the second law school in Tuguegarao City.
Fr. Ranhilio Aquino, as Vice President for Academic Affairs, championed program accreditation and faculty development, ensuring a dynamic and relevant curriculum.
Infrastructure and Program Expansion
Under Dr. Roger Perez, CSU experienced significant transformation. The Andrews Campus was modernized with iconic structures such as the Acropolis-inspired Administration Building and the Athena Quadrangle. Dr. Perez’s administration saw the establishment of new colleges, including the College of Human Kinetics, College of Public Administration, and College of Business, Entrepreneurship, and Accountancy, further broadening CSU’s academic offerings.
Dr. Perez also introduced the Zero-Tuition Fee scheme, making education accessible to all and reinforcing CSU’s mission of social responsibility.
Revitalization and Global Engagement
During the presidency of Dr. Romeo Quilang, CSU prioritized reaccreditation and ISO certification, achieving ISO 9001:2015 accreditation. Dr. Quilang’s efforts strengthened CSU’s academic reputation and institutional quality.
This commitment continued under Dr. Mariden Ventura Cauilan, who served as officer-in-charge, and later Dr. Urdujah Alvarado, a distinguished scientist. Dr. Alvarado’s tenure marked a period of significant growth, with CSU achieving QS 3-Star Ratings, ASEAN University Network-Quality Assurance membership, and recognition as a Top 8 University in the Philippines by the AD Scientific Index.
Dr. Alvarado’s administration oversaw the establishment of a 9th campus in Solana and extension campuses in Buguey and Calayan, making CSU’s quality education more accessible. With over 40 new academic buildings and laboratories and research funds exceeding ₱296 million, CSU became a hub for innovation and community-focused research.

Currently led by Officer-in-Charge Arthur Ibanez, CSU remains steadfast in its commitment to excellence in instruction, research, extension, and production. CSU has made architectural upgrades to inspire higher expectations among its underprivileged students, including new buildings and comfort rooms on all campuses.
These improvements aim to provide a conducive learning environment for all students, regardless of their socio-economic background. Electronic Library
The subscription to Academic OneFile for its E-Library enabled the institution to provide its students and faculty with access to a vast array of academic resources and research materials. This service significantly enhanced the institution's ability to support scholarly pursuits and maintain a leading position in educational technology.
Students
The University's Mass Communication program is a vital institution, responsible for creating radio and television shows that inform the public about the University's activities and provide regular updates. Founded by Dr. Roger Matalang, it has become one of the University's most prestigious programs.
The University, spread across nine campuses, has a population of 32,000. Uniquely, students pay fiduciary fees of two to three thousand pesos each semester for specific purposes such as library access, laboratory facilities, and infrastructure development, rather than traditional tuition fees. Furthermore, the institution provides Wi-Fi access and an e-library to all students and faculty, both on and off campus.
The University has also established speech and engineering laboratories on the Andrews, Carig, and Aparri campuses.

Culture, sports and traditions
Tuguegarao Campuses is the only university in the Philippines with its own system of jeepney and tricycle transportation.
The Cagayan State University Chorale Ensemble has performed in Malaysia, Macau, Busan City, and Rome, and has also collaborated with the University of Santo Tomas Symphony Orchestra. Father Aquino serves as the Vice President for Academic Affairs.
The Athena Dance Troupe and the Athena Rondalla, under the leadership of Dr. Chita Ramos, have gained popularity and are frequently invited to perform, showcasing indigenous Filipino and regional dances and music.
Dr. Shamon Abraham, the University Director of Culture and the Arts at Tanghalang CSU, was previously a cultural director at the University of Saint Louis.

The CSU Maroons are the official sports team representing Cagayan State University (CSU) in various athletic competitions.
